Admissibility for Temporary Transfer
Joining time is not admissible for temporary transfers of less than 180 days; only actual transit time is allowed per F.R. 58 (3).
Joining Time Pay Eligibility (Temporary Employees)
Temporary employees of the State government who have not completed 3 years of regular continuous service are not entitled to joining time pay per F.R. 58(7).
Commencement of Joining Time
Joining time starts on the date of relinquishment of charge if made in the forenoon, or on the following date if the charge is made over in the afternoon per F.R. 59(1).
Distance Base for Calculation
Joining time calculation is based on the old headquarters in all cases according to F.R. 59(2).
Joining Time within Same Station
A maximum of one day is allowed if the transfer is within the same station or does not involve a change of residence (less than 20kms) per F.R. 59(3).
Joining Time: 1000kms or less
Entitled to 10 days joining time; an additional 2 days are granted if continuous travel by road exceeds 200kms per F.R. 59(4).
Joining Time: More than 1000kms up to 2000kms
Entitled to 12 days joining time; an additional 3 days are granted if continuous travel by road exceeds 200kms per F.R. 59(4).
Joining Time: More than 2000kms
Entitled to 15 days joining time regardless of road travel, unless traveling by air where the maximum is limited to 12 days per F.R. 59(4).
Prefixing Holidays
Holidays cannot be prefixed to joining time because handing and taking over charge can be performed during holidays per the analogy of F.R. 59(1).
Suffixing Holidays
When holidays follow joining time, the period is deemed extended to cover those holidays according to F.R. 59(4).
Extension of Joining Time
Extension is allowed for natural calamities, civil commotion, or breakdown in law and order; up to 30 days by the HOD and beyond 30 days by the Admin department (F.R. 59(5)).
Unavailed Joining Time Credit
Unused joining time days are credited to the government servant's leave account as earned leave, subject to a maximum of 15 days per F.R. 60(1).
Permissible Combinations
Joining time can be combined with vacation or any regular leave except casual leave per F.R. 60 (2).
Joining Time Pay Components
Equivalent to the pay drawn before relinquishment including other allowances of the old post, but excludes conveyance allowance and PTA per F.R. 61.
Overstaying Joining Time
Results in no pay or leave salary after the end of joining time; willful absence is treated as misbehaviour read with F.R. 18 (F.R. 62).
