WITHOUT industrialization/diversification, the Poor STAY Poor and primarily working in agriculture and resource extraction which is climate dependent.

they are stuck specialized in agriculture and mining

When climate crisis hits,

economy will collapse and are less likely to survive because they lack state capacity

Rebelling against an oppressive gov. Is in that group’s collective interest to launch a successful rebellion everyone must support the cause

But individuals have incentive to free ride because the risk is high and they’ll still benefit if there is success even if they do not contribute to the conflict. So rebel groups lack resources/numbers to launch successful attacks and marginalized groups stay marginalized
