Personnel Accountability Report (PAR)
A roll call of all operations members assigned to an incident at specified times designed to account for each member's location and activity and to verify their safety.
Passport Accountability System (PAS)
The standard system used to identify individual members of a company or unit and their assignment within Palm Beach County.
Accountability Board
A tool used by Incident Commanders, Group/Division Supervisors, Accountability Officers, and Entry Officers for collecting and organizing Passports.
Accountability Officer
The person responsible for tracking and accounting for all personnel on an incident; they record the time and destination of crews assigned to areas or supervisors.
Helmet Insert
A Velcro backed (hook) identifier placed on each person's helmet to assist with identifying their unit assignment; these are color-coded by unit number and type.
Helmet Shield
A shield permanently attached to the front of a helmet used to identify the agency and rank of the person, typically featuring Velcro (loop) to receive a helmet insert.
Hazard Zone
An area where the atmosphere could become IDLH.
IDLH Atmosphere
An atmosphere that is immediately dangerous to life or health and/or where respiratory protection is required by department policy.
Name Tag
A 3/8"×2" white, Velcro backed identification tag issued to all members that includes the member's last name.
Passport
A 2"×4" plastic, Velcro backed collector of name tags assigned to a specific unit.
Primary Passport
A white, flexible passport carried on the underside brim of the officer's helmet.
Backup Passport
A red, rigid passport carried in the cab area, on the officer's side of the apparatus.
Unit ID Tag
A 3/8"×2" white, Velcro backed identification tag that includes the Unit ID.
Minimum Crew Size
A crew size consisting of at least 2 members.
Site Access Control Leader
The person assigned to personnel accountability on Special Operations/TRT incidents who controls access through a controlled entry point.
PAR Trigger: Time Interval
A PAR should be performed at each 30minute interval of elapsed incident time.
PAR Response: "PAR in progress"
The required response from a company, Division, or Group Supervisor if they need additional time to account for all units or personnel during a roll call.
