Temporary Appointment
An appointment that is emergency pending recommendation of MPSC, or a 3(f) appointment for a short period of 3 to 4 months.
Officiating Appointment (F.R. 7(16))
Performing the duties of a post (which may be permanent or officiating) before confirmation in that post.
Substantive Appointment
An appointment made when a government servant is confirmed against a permanent post.
Permanent Post (F.R. 7(18))
A post that is permanently retained and, if abolished, may entitle its substantive holder to compensation pension depending on circumstances.
Tenure Post (F.R. 7(25))
A post such as Governor, Chairman and Members of MPSC, Registrar of a university, or as determined by the Government.
F.R. 8 (Medical Certificate)
Requires that no person be substantively appointed to a permanent post without a Medical Certificate of Health affixed to their first pay bill.
S.R. 6 (Age Condition)
Entry into government service is based on the age as on the first day of January of the year in which recruitment is made.
S.R. 8 (DOB Determination - Year Only)
If only the year of birth is known, the 1st of July is treated as the date of birth for determining the age of 58 years.
S.R. 8 (DOB Determination - Month and Year)
If only the month and year of birth are known, the 16th of the month is taken as the exact date of birth.
Date of Birth Alteration Limit
A request for change in the date of birth cannot be entertained if made within 3 years of the date of actual superannuation.
F.R. 9 (Availability for Duty)
Unless otherwise provided, the whole time of a government servant is at the disposal of the Government and they may be employed in any manner required by proper authority without additional remuneration.
Lien (F.R. 7(11))
The title of a government servant to hold substantively a permanent post, including a tenure post, to which they have been appointed substantively.
Suspension of Lien (F.R. 13)
The State Government shall suspend the lien if a servant is appointed substantively to a tenure post, provisionally to another post, or transferred to foreign service, provided they are expected to be absent for at least 3 years.
Quasi-Lien
A lien granted by the Government of Meghalaya to a servant with at least 3 years of temporary service in a non-experimental post; it lasts for a maximum of 3 years when taking an appointment elsewhere.
Technical Formality (Note 3 below F.R. 23)
When a resignation from an old post is treated as a formality to take a new assignment via proper channel, allowing the benefit of past service and credit of leave to continue.
F.R. 16 (Transfer to Lower Post)
A government servant shall not be transferred substantively to a post carrying less pay than their permanent post except for inefficiency, misbehaviour, or on their written request.
Supernumerary Post
A post created by competent authority when a substantive holder returns to an old post that is currently unavailable; it is abolished once a regular vacancy arises.
Pay Effectiveness (F.R. 18 / Administrative Instruction)
Pay is effective from the date of assuming duties if in the forenoon, or from the following day if assumption occurs in the afternoon.
Headquarters (S.R. 9)
The place prescribed by competent authority, or in the absence of orders, the station where the records of the office are kept.
F.R. 19 (Maximum Period of Absence)
A government servant shall be removed from service after 5 years of continuous absence from duty elsewhere than on foreign service in India.
