Vocabulary and regulatory definitions regarding Foreign Service conditions, pay entitlements, and contributions as outlined in F.R. 64 to F.R. 80 and relevant S.R. sections.

Foreign Service
A body, incorporated or not, which is wholly or substantially owned or controlled by the Government, or an autonomous District Council.
F.R. 64
The rule defining what constitutes foreign service and stating that transfer to foreign service must not be against the will of the government servant.
F.R. 65
The general principles ensuring the terms of transfer do not impose an unnecessary heavy burden on the employer and do not make foreign service appreciably more attractive than government service.
F.R. 66(a)
The rule stating that duties in Foreign service can be rendered only by the government servant.
F.R. 67
Specifies that a government servant transferred to foreign service while on leave ceases to be on leave and to draw leave salary from the date of transfer.
F.R. 68
A government servant on transfer to foreign service shall remain in the cadre or cadres under his parent employer.
F.R. 69
The rule defining that foreign service begins from the date of relinquishing charge of a post and includes joining time and any leave availed before returning to the parent department.
F.R. 12(b)
The rule under which a government servant retains a lien in his substantive post during transfer to foreign service.
F.R. 28(d)(i) and F.R. 28(d)(ii)
Rules stating that the period in foreign service counts towards increments in the substantive post or the post officiated at the time of transfer.
Pro-forma promotion (F.R. 33)
A promotion that may be granted to a government servant while they are serving in moving foreign service.

Outlines pay entitlements, allowing officials to choose between pay fixed under normal rules or parent department pay plus a deputation (duty) allowance if the transfer is in the public interest.

Requires the foreign employer to afford medical privileges not less than those the government servant is entitled to under the government.
F.R. 70 (a)
Requires pension contributions in all cases of Foreign Service to be paid to the revenue of the state for the purpose of qualifying service.
F.R. 70 (b)
States that leave salary contribution is only necessary if the Foreign Service is in India, for the purpose of earning leave.
F.R. 70 (c)
Clarifies that the government servant is liable for contributions unless the employer agrees to pay, and contributions are not payable during leave while in foreign service.
Leave salary contribution rate (Foreign Employer)
11% of pay drawn in Foreign service, applicable to all service classifications.
Leave salary contribution rate (Self-paid)
11% of (pay drawn in foreign service – own contribution).
Pension contribution factors
Calculated based on (i) service classification, (ii) length of service, (iii) maximum of the pay scale in the parent department, and (iv) rates defined in Appendix 8.
