DHSUD
The Department of Human Settlements and Urban Development, enacted by RA11202 in 2019.
HSAC
Human Settlements Adjudication Commission; a quasi-judicial body created by RA11201 in 2019 tasked to adjudicate disputes relating to real estate developments, homeowners associations, and local and regional planning and zoning.
National Housing Authority (NHA)
The sole government agency engaged in direct shelter production, providing housing assistance to the lowest 30% of urban income earners through slum upgrading, relocation, and core-housing units.
Home Guarantee Corporation (HGC)
Formerly the Home Financing Commission (1950); it guarantees payments for mortgages, loans, and credit facilities exclusively for residential purposes and assist private developers in mass housing production.
National Home Mortgage Finance Corporation (NHMFC)
An agency created in 1977 to increase the availability of affordable housing loans through the development and operation of a secondary market for home mortgages.
Social Housing Finance Corporation (SHFC)
The lead government agency for social housing programs catering to low-income formal and informal sectors, administering schemes like the Community Mortgage Program (CMP) and Abot Kaya Pabahay Fund (AKPF).
Home Development Mutual Fund (HDMF)
Also known as Pag-Ibig (RA9679, 2009); it generates savings through a nationwide system and mobilizes provident funds for housing purposes.
Social Security System (SSS)
A primary provider of funds for long-term housing mortgages for low and middle-income private sector employees (RA8282, 1997).
Government Services Insurance System (GSIS)
The primary provider of long-term housing mortgage funds for low and middle-income government employees and administrator of the General Insurance Fund.
NUDHF
National Urban Development and Housing Framework, whose elements include Urban Competitiveness, Sustainable Communities, Housing Affordability and Delivery, Poverty Reduction, and Performance-oriented Governance.
Urban Decay
The decline of the social, physical, and economic fabric of a city, usually located in the oldest part of the settlement.
Pull Factor
Factors like education, health care, housing, and jobs that tend to attract people to a specific area.

The Subdivision and Condominium Buyers' Protective Decree, designed to protect buyers from real estate misrepresentations.

The Urban Development and Housing Act (UDHA).
Sites and Services
A strategy providing a serviced plot of land (water, electricity, roads, tenure) where families build their houses incrementally over time.
Slum Upgrading / In Site Development
A strategy to improve settlements where they are located by legalizing land tenure and improving basic services without relocation.
Medium-Rise Buildings (MRBs)
Vertical housing structures of 4 to 12 stories used in land-scarce urban centers to allow in-city relocation for informal settler families.
Loan
A sum of money lent at interest.
Mortgage
A temporary, conditional pledge of property to a creditor as security for performance of an obligation or repayment of a debt.
Collateral
Property acceptable as security for a loan or other obligation.
Foreclosure
A legal action to bar a mortgagor's claims to property after a default has occurred.
Amortization
The systematic and continuous payment of an obligation through installments until the debt is paid in full.
Debt Service
The periodic payment of principal and interest, normally associated with commercial loans.
Development Loan
Money loaned for the purpose of improving land by building streets and utilities.
Construction Loan
A type of mortgage loan specifically used to finance construction.
