Finance Shared Services (FSS)
A division within the National Financial Procurement Division (NFPD) that provides key financial and business services to customers across the HSE.
NiSRP
The HR & Payroll Reform Programme designed to standardise systems and processes and transform ways of working.
IFMS
The Finance & Procurement Reform Programme, which is a key stakeholder initiative alongside NiSRP.
SAP
The main Payroll System used in FSS and NFPD.
Payment of Wages Act 1991
The main piece of legislation covering the provision of payslips and permissions for deductions outside of those covered by law and contract.
Parental Leave Act
Legislation that was updated in 2020 to change the leave allowance from 22 weeks to 26 weeks per eligible child.
National Minimum Wage (NMW)
The gross hourly rate set at €14.15 gross per working hour for hours worked on or after 1st January 2026.
Contributory Old Age Pension (OAP)
The weekly pension rate set at €299.30 per week as of 1st January 2026.
NFRB3
The National Financial Regulation specifically covering Employee Administration and Payroll, including overpayments and underpayments.
NFRB4
The National Financial Regulation covering Travel & Subsistence.
Standard Operating Procedures (SOPs)
Established local procedure documents that guide payroll processes and ensure adherence to DOH and HSE policies.
DDPO
The official to whom a completed Data protection breach form is sent for advice on next steps.
Risk Register
A management tool used to identify, record, assess, and manage risks, providing visibility for informed decision-making.
WTE (Whole Time Equivalent)
The measure of employed staff, which was 170.94 for FSS Payroll Services as of 31.12.2023.
Auto-enrolment
A program commencing in 2026 affecting employees aged 23-60 earning over €20,000 who do not already pay into a pension.
Enhanced Reporting Requirements (ERR)
A requirement from the Finance Act of 2022, commenced in 2024, for employers to report certain expenses and benefits made to employees and directors.
Segregation of Duties
An internal control procedure, such as requiring two people for processing payroll returns, to reduce the likelihood of fraud or data breaches.
Overpayment
Money paid in excess of what is due in salary, allowance, or expenses, which is recoverable in principle under NFRB3.
HSeLanD
An online portal used for mandatory training, including Children First, GDPR, and Dignity at Work.
CRM Helpdesk
A customer-focused helpdesk system using Dynamics 365, established within the National Services Hub.
