What is federalism?
A hybrid system of decentralized powers shared between national and state governments.
Why did the framers choose federalism in the Constitution?
To separate a large, top-down government system
What is delegated power?
The 27 powers specifically granted to the federal government in Article I, Section 8 of the Constitution
What is implied power?
Powers not specifically stated in the Constitution, but inferred as “necessary and proper” by the Elastic Clause
What is inherent power?
Powers not explicitly stated in the Constitution, but grow out of the very existence of the national government.
What is reserved power?
Powers reserved for the states via the Tenth Amendment.
Who introduced the idea of factions and in what part of what document?
Hamilton and Madison in the Federalist Papers no. 9 and 10.
What are factions?
A number of people within a group who are united by one common interest that are distinct from others in the group.
Why are factions problematic?
Because people will act in self-interest.
What is a republic?
A state in which supreme power is held by the people and their elected representatives, that has nominated and elected a president rather than a monarch.
What is a democracy?
A system of government by the whole population, or all the eligible members of a state, that elects officials.
