House committee creates articles of impeachment; small group looks into crimes, defines charges, decides whether to continue case

House of Reps votes on impeachment; if majority votes in favor pres is impeached BUT NOT YET REMOVED

Senate Trial: Sneate holds trial on impeachment charges; prez is outed if ⅔ of senate vote in favor of impeachment

prez must notify congress about military actions 48 hours AFTER they occur; if they do not give approval: troops must stay in area 60 days

OMB outlines budget
Sends it to each executive agency and department
Each agency then submits budget requests and bargains with OMB
OMB runs 2 reviews with this
Spring: each agency reviewed and sends requests
Fall: review request, make changes, and submits recommendations to prez
Executive Orders-
prez instructs gov workers to perform a certain action; acts like a law; has to follow Constitution or Congress and be published in the Federal register

They make regulations that enforce a LAW thru "rulemaking"
4 steps for "Rulemaking" in bureaucracy
Step 1: draft reg/ series of regs
Step 2: publish reg in federal register
Step 3: Groups or individuals have 60 days to present opposition to regulation & congress can overturn in this period
Step 4: reg is enacted but can still be challenged in courts by groups with direct interests in it
