Federal Government
The national government of a country operating under a system where power is divided between a central government and provincial governments.
Bi-cameral Parliament
A two-house legislative body in Pakistan consisting of the Senate and the National Assembly.
Secretary
The official who heads each Federal Ministry and is part of the bureaucracy responsible for implementing government policies.
Chief Secretary
The head of the Civil Secretariat in each province who runs the provincial administration under the guidance of the Chief Minister.
Federal List
A list of subjects such as Foreign Policy, Defense, and Finance on which the central government exercises exclusive authority.
Provincial List
A list of areas including Education, Health, and Police on which provincial governments have the right to make decisions.
Concurrent List
A category of subjects where both the center and provinces could exert influence, which was abolished by the 18th Amendment in 2010.
18th Constitutional Amendment (2010)
A major modification that abolished the Concurrent List and transferred 47 subjects to provincial governments to enhance autonomy.
Taluka
The term used in the Sindh province for a 'Tehsil', representing a smaller administrative unit of a district.
Basic Democracies System (1959)
A four-tier local government system introduced by Ayub Khan comprising Union, Tehsil, District, and Divisional Councils.
Shura
The Islamic principle of consultative governance where decisions are made through mutual discussion and consensus.
Charter of Madina
A constitution established by Prophet Muhammad (PBUH) that gave equality to all citizens and accepted the coexistence of different religions.
Farewell Pilgrimage
The final Hajj of Prophet Muhammad (PBUH) in the 10th year of AH, where he delivered a sermon considered a comprehensive charter of human rights.
Bait al-Mal
The state department responsible for managing public funds and distributing resources to those in need.
Diwan
A department established under Hazrat Umar (RA) to regulate the receipt and disbursement of the revenue of the empire.
