Arguments for
Keeps children and young people out of the adult court system by providing care and protection, rather than punishment
Can give the child greater voice in the process as the child attends with a person of their choosing
Supervision programmes to address behaviour combined with measures to deal with family, educational, psychological, drug, alcohol and other problems
Arguments against
Too ‘soft’, not a real deterrent. 60% of referrals are care and protection and better dealt with elsewhere
Rapid turnover of panel members and limited number of outcomes
Split up families makes co-operation difficult and often problems getting children and families to comply
