Arguments for

  • Keeps children and young people out of the adult court system by providing care and protection, rather than punishment

  • Can give the child greater voice in the process as the child attends with a person of their choosing

  • Supervision programmes to address behaviour combined with measures to deal with family, educational, psychological, drug, alcohol and other problems

  • Too ‘soft’, not a real deterrent. 60% of referrals are care and protection and better dealt with elsewhere

  • Rapid turnover of panel members and limited number of outcomes

  • Split up families makes co-operation difficult and often problems getting children and families to comply
