Safety Management System (SMS)
A formal, organization-wide approach to managing safety risk in aviation, consisting of four core components.
Safety Policy
The component of SMS that includes leadership commitment, roles/responsibilities, and how safety decisions are made.
Safety Risk Management
The process within SMS that involves identifying hazards, assessing risk, and selecting controls.
Safety Assurance
A component of SMS that checks the effectiveness of controls through audits, inspections, and performance monitoring.
Safety Promotion
The part of SMS focused on training, communication, and fostering a reporting culture.
Hazard
A condition or object that has the potential to cause harm.
Risk
The combination of the likelihood that harm will occur and the severity of the outcome.
Risk Matrix
A tool used to assess risk by evaluating likelihood and severity to prioritize risk levels.
Layered Defenses
A safety concept where multiple control measures are implemented to prevent an accident after a failure.
Hierarchy of Controls
A system used to minimize or eliminate exposure to hazards, prioritizing elimination and substitution over PPE.
Reporting Culture
An environment that encourages proactive safety reporting of hazards and near misses.
Just Culture
An approach that promotes reporting of errors without fear of punishment while holding individuals accountable for negligent actions.
FOD
Foreign Object Debris, any object on the airfield that can damage aircraft.
Regulatory Requirement
A mandatory rule or guideline that must be followed to avoid penalties.
Best Practice
A recommended method that may not be legally required but is widely recognized for improving safety and efficiency.
Occupational Safety and Health
Regulations focusing on the protection of workers in the airport environment.
Fire and Life Safety Codes
Regulations ensuring safe operation within areas involving flammable materials and emergency access.
Environmental Compliance
Adherence to regulations governing waste, stormwater management, and hazardous materials.
Work Control Process
A systematic approach to manage maintenance requests, ensuring safety and documentation of tasks completed.
Preventive Maintenance
Scheduled maintenance tasks conducted to prevent unexpected equipment failures.
Corrective Maintenance
Maintenance performed after a failure has occurred to restore equipment to operational condition.
Condition-based Maintenance
Maintenance that occurs based on the actual condition of an asset rather than on a set schedule.
CMMS (Computerized Maintenance Management System)
Software used to manage maintenance operations, including work orders, inspections, and records.
Airfield Inspections
Regular evaluations of airfield conditions to identify hazards before they lead to incidents.
Wildlife Hazard Management
Processes to control and mitigate risks posed by wildlife near airfield operations.
Tool Control
Procedures to ensure that tools used in maintenance are accounted for to prevent FOD.
Lockout/Tagout (LOTO)
Safety procedures to ensure that machinery is properly shut off and not started up again prior to maintenance.
PPE (Personal Protective Equipment)
Equipment worn by maintenance workers to protect against hazards, considered the last line of defense.
Hazard Communication
The process of informing employees about chemical hazards they may be exposed to.
Incident Command System (ICS)
A standardized approach to managing emergencies, facilitating coordination among multiple agencies.
Emergency Response Plan (AEP)
A document outlining the steps and responsibilities in responding to various emergency situations at an airport.
Environmental Safety
Practices to prevent environmental harm related to airport operations, including aircraft and vehicle maintenance.
Airfield Lighting Systems
Infrastructure that provides visual guidance to pilots during low visibility and nighttime operations.
Movement Areas
Runways, taxiways, and other areas used by aircraft for taxiing, takeoff, and landing.
Airfield Pavement Maintenance
Actions taken to ensure runway and taxiway surfaces remain safe and functional for aircraft operations.
Markings and Signs Maintenance
Ensuring that airfield markings and signs are clear, accurate, and meet regulatory standards.
Winter Operations Plan
A strategy for managing snow and ice on runways and taxiways to maintain safe operational conditions.
FOD Management Program
A comprehensive approach to identifying, preventing, and cleaning foreign object debris on the airfield.
Stormwater Management
Controls and practices to handle rainwater runoff and prevent pollution or standing water around the airport.
Waste Management
Protocols for handling and disposing of various waste materials generated at the airport.
Record Keeping
Documenting inspections, maintenance actions, and compliance activities as part of operational control.
Reporting Systems
Mechanisms enabling workers to report safety concerns or near misses without fear of reprisal.
Hazardous Material Handling
Procedures for storing, using, and disposing of materials that pose a risk to health or safety.
Runway Incursion
An event where an unauthorized presence on the runway creates a collision hazard.
Emergency Access Routes
Routes maintained for emergency responders to reach incidents quickly without hindrance.
Training and Competency Records
Documentation of personnel qualifications and training related to safety and operational procedures.
Surface Risk
Potential hazards related to the condition and management of airfield surfaces.
