Patient's Bill of Rights
A document originally developed by the American Hospital Association (AHA) in 1973 and refined by a presidential advisory commission in 1997 that outlined the responsibilities of a hospital and staff toward patients and their families.
Patient Care Partnership
A document created by the American Hospital Association (AHA) in 2003 to replace the Patient's Bill of Rights, establishing six expectations for patients during hospitalization including high-quality care, a clean environment, privacy protection, and billing help.
Informed Consent
A legal requirement wherein a physician must obtain explicit permission from a rational and competent patient (or advocate) before executing invasive procedures, administering experimental drugs, or enrolling the patient in research.
Primary Research Institutions
Healthcare organizations and agencies, such as the National Institutes of Health (NIH), Veterans Affairs (VA) hospitals, and the U.S. Public Health Service (PHS), that conduct research and administer health and welfare programs.
Canada Health Care System
A national healthcare system that provides medical care coverage for all residents of Canada.
Serious Mental Illness (SMI)
Diagnosable mental disorders such as schizophrenia and severe bipolar disorder that affected an estimated 11 million adults (4.5%) in the United States in 2017.
Naloxone (Narcan)
A medication made available to emergency medical technicians and emergency room personnel to rapidly reverse opioid overdoses and prevent death.

Bipartisan legislation passed to address federal funding declines for behavioral health by financing Certified Community Behavioral Health Clinics (CCBHC).
Certified Community Behavioral Health Clinics (CCBHC)
Clinics designed to offer comprehensive mental health and substance use disorder treatment, featuring 24-hour crisis care and targeted services for active duty military and veterans regardless of ability to pay.
Behavioral Health Disorders
An umbrella term encompassing mental illnesses (alterations in thinking, mood, or behavior) and substance use disorders (conditions resulting from inappropriate drug or alcohol use) that affect one in five Americans.
Psychiatrists
Physicians specializing in mental health who diagnose conditions, prescribe psychotherapeutic medications, and may conduct psychotherapy.
National Institute of Mental Health (NIMH)
A federal agency established in 1946 that served as a major breakthrough in advancing the formal treatment of mental illnesses.
Psychopharmaceuticals
Medications developed during the 1950s that enabled individuals with mental illnesses to leave custodial institutional care and receive outpatient treatment in their communities.
Community Mental Health Act
Federal legislation signed by President John F. Kennedy on October 31, 1963, providing funding to create comprehensive Community Mental Health Centers (CMHC) across the United States.
Indian Health Service (IHS)
A federal agency providing health services to 2.2 million American Indians and Alaska Natives belonging to 566 federally recognized tribes across 12 area offices, 170 service units, and 33 urban programs.
Ambulatory Healthcare Services
Medical care provided outside institutional or inpatient settings, representing the most common type of contact individuals have with the healthcare system.
Medical Director
An administrative physician in a large group practice responsible for establishing clinical standards, operational policies, and oversight.
