Rule (a) Where they apply?
All vessels upon the high seas and in all waters connected there with navigable by seagoing vessels
Rule (b) Local Rules
Harbours, rivers, lakes, etc, can have special local rules. These rules should follow COLREGS as closely as possible.
Rule ( c ) Special Vehicles
The government can make extra rules for things like;
Warships
Vessels in convoy
Fishing vessels in fleets
Rule (d) Traffic separation scheme
The IMO can establish traffic separation schemes (TSS)
Rule (e) Specially designed vessels
If a vessel cannot physically comply with certain requirements because of it’s special construction/purpose, it’s government can approve alternative arrangements that comply as closely as possible.
