A natural hazard is when a natural event impacts humans

Proximity to a tectonic plate, how far in land it is, if it is near any natural hazards like a volcano

Ability to respond, deal and combat with the hazard, how little or large it has developed, as well as foreign aid

Why might vulnerability vary within countries rather than just between them?

Because a country like the size of Russia has a big chance that somewhere it would have a high risk of natural hazards, but in other parts low risk.
