Private Hajj Management Portal (PHMP)

The central mandatory digital infrastructure used for private operator registration, real-time booking, quota execution, and monitoring under the Private Hajj Policy.

Pre-Registration Clearance Certificate (PRCC)

A certificate issued by the Ministry to a prospective new entrant after evaluating their ownership structure, financial capacity, intended operational tier, governance readiness, and digital systems capability.

Hajj Operations Recognition Letter (HORL)

A letter issued by the Ministry after a new entrant registers with SECP and satisfies corporate governance and internal control requirements, authorizing them to serve pilgrims.

Tier-Based Recognition Letter (TRL)

A letter awarded to existing SECP-registered private operators following reassessment, confirming their capacity status and operational tier for future Hajj operations.

Service Provider Agreement (SPA)

A mandatory contract signed between a licensed operator and the Ministry prior to Hajj operations, detailing service obligations, medical and insurance cover, refund pathways, consumer protection, and non-performance penalties.

Main Control Office (MCO)

The central operational and administrative establishment of the Pakistan Hajj Mission in Makkah, located in Azizia, responsible for primary coordination, monitoring, and resolving pilgrim complaints.

Madinah Departure Cell (MDC)

A specialized logistical control wing operating under the MCO in Makkah mandated to design, schedule, and execute pre-Hajj and post-Hajj inter-city vehicular transit between Makkah, Madinah, and Jeddah.

Road to Makkah Program

A program for pilgrims in designated countries where vital characteristics (fingerprints) are recorded at centers after obtaining a Hajj visa to expedite arrival procedures at Saudi entry ports.

Approved Shipper Service

A service approved by the General Authority of Civil Aviation wherein an authorized shipper receives departing pilgrims' luggage in Makkah or Madinah, inspects it, and ships it directly to the aircraft without passing through airport counter procedures.

Hajj Group Organizer (HGO)

A private limited company duly incorporated under the Companies Act, 2017, and licensed or registered under the Hajj and Umrah (Regulation) Act, 2024, as a service provider to pilgrims.

Umrah Group Organizer (UGO)

A service provider duly licensed, registered, or enrolled by the division concerned under the Hajj and Umrah (Regulation) Act, 2024, to manage Umrah operations.

Hajj Operation Fund (HOF)

A single-account fund maintained in a scheduled bank, administered and controlled by the competent authority for Hajj operations, absorbing previous Pilgrim Welfare Fund balances, Hajj dues, profit on retention, and receipts.

Affectee

A pilgrim or intending pilgrim who individually or collectively suffers hardship or financial loss as a result of any act, omission, default, fraud, or negligence of an organizer.

Blacklisting

The legal penalty of imposing a permanent or temporary ban on a person or service provider from engaging in Hajj or Umrah business.

Makkah Hajj Operation Management System (M-HOMS)

A comprehensive digital platform developed by Team Digital Solutions to digitize accommodation occupancy, duty rosters, centralized reporting, meal requisitions, and transport monitoring.

Salawat Transport Service

A daily shuttle transport service providing continuous transportation for Government Scheme pilgrims from their residential accommodations in Makkah to Masjid Al-Haram.

Nazim Scheme

A decentralized coordination framework wherein a trained Pakistan-based welfare officer (Nazim) is assigned to directly lead, communicate with, and manage a specific group of approximately 188 pilgrims.

Rad

A single-trip transport movement mode used to transport pilgrims directly from their residential buildings in Makkah to designated Makatib in Mina.

Tradodia

A three-trip shuttle transport service operated by Naqaba to transport pilgrims between residential accommodations in Makkah and Mina, integrated with the Mashair Train service.
