State Certification Examination (SCE) Test Basis
Only Student Performance Objectives (SPOs) may be the basis of test questions on the State Certification Examination, and every Student Performance Objective may be the basis of a test question.
Problem Analysis Triangle
A theory derived from routine activities theory stating that recurring crime occurs when a suitable target, a motivated offender, and the lack of a suitable guardian come together at the same time and space.
Police Legitimacy
The public belief that law enforcement has the authority to maintain order, make decisions, and enforce laws in a way that is justified, fair, and effective.
Bill of Rights Purpose
To protect an individual's freedoms and prevent the government from interfering in protected rights.
Components of the Criminal Justice System
Law enforcement (keeps peace, apprehends violators, combats crime), Courts (holds fair trials, determines guilt/innocence, imposes sentences), and Corrections (supervises offenders via prisons, parole, probation, etc.).
Race
A modern concept used to classify people by similar, observable physical characteristics; it is not based on genetics.
Individual Racism
Internalized, unexpressed biases and prejudices based on race.
Interpersonal Racism
Racism occurring between individuals, including public expressions of racial prejudice and hate.
Institutional Racism
Race-based discriminatory policies and treatment produced and perpetuated by institutions (e.g., schools, governments, banks) resulting in inadequate treatment.
Structural Racism
The way history, culture, and institutions reinforce and perpetuate racialized outcomes, even in the absence of racist intent.
Explicit Bias
Conscious preference (positive or negative) for a social category.
Implicit Bias
Preference (positive or negative) for a social category based on stereotypes or attitudes held early in life that operate outside of awareness.
System 1 Thinking
Automatic, unconscious, effortless, fast thinking that uses associative memory.
System 2 Thinking
Deliberative, conscious, controlled, and slower thinking.
PLUS Filters
An ethical decision-making tool evaluating Policies, Legalities, Universal principles, and Self-alignment.
Continuum of Compromise
The subtle transformation of an idealistic officer into an unethical one, starting with perceived victimization, leading to entitlement, acts of omission, and acts of commission.
Purposely (Mental State)
A culpable mental state where it is the person's specific intention to cause a certain result or engage in conduct of a certain nature.
Knowingly (Mental State)
A culpable mental state where a person is aware that their conduct will probably cause a certain result or will probably be of a certain nature.
Recklessly (Mental State)
A culpable mental state where a person, with heedless indifference to consequences, disregards a substantial and unjustifiable risk that conduct is likely to cause a certain result or be of a certain nature.
Negligently (Mental State)
A culpable mental state where a person, because of a substantial lapse from due care, fails to perceive or avoid a risk that conduct may cause a certain result or be of a certain nature.
Sexual Conduct
Vaginal intercourse, anal intercourse, fellatio, cunnilingus, and insertion of any body part or object into the vaginal or anal opening without privilege.
Sexual Contact
Touching of erogenous zones of another (thigh, genitals, buttock, pubic region, or female breast) for the purpose of sexually arousing or gratifying either person.
Sexual Activity
Sexual conduct, sexual contact, or both.
Deadly Weapon
Any instrument, device, or thing capable of inflicting death, and designed or specially adapted for use as a weapon, or possessed, carried, or used as a weapon.
Firearm
Any deadly weapon capable of expelling or propelling one or more projectiles by the action of an explosive or combustible propellant, including unloaded or inoperable firearms that can be readily rendered operable.
Handgun
Any firearm that has a short stock and is designed to be held and fired by the use of a single hand, or any combination of parts from which a handgun can be assembled.
Sawed-off Firearm
A shotgun with a barrel less than 18 inches long, a rifle with a barrel less than 16 inches long, or a shotgun/rifle less than 26 inches long overall.
Dangerous Ordnance
Includes automatic or sawed-off firearms, zip-guns, ballistic knives, explosive/incendiary devices, high explosives, military weapons, and firearm mufflers or suppressors.
Seizure (of a Person)
Occurs when, in view of all circumstances surrounding the incident, a reasonable person would believe that they were not free to leave.
Terry Stop
A brief investigatory detention initiated when an officer has a reasonable articulable suspicion that criminal activity is afoot.
Plain Feel Doctrine
Allows an officer during a Terry frisk to seize contraband if its identity is immediately apparent to the officer's touch without further manipulation.
Probable Cause to Arrest
Facts and circumstances sufficient to warrant a reasonable person to believe that a crime has been committed and that the suspect committed it.
Curtilage
The area immediately surrounding the home used for domestic purposes, which carries the same Fourth Amendment protections as the home.
Passive Resistance
When a subject exhibits no resistive movement in response to verbal commands and direction.
Active Resistance
When a subject exhibits resistive movement to avoid physical control or presents a credible threat to an officer.
Emergency Call (Sovereign Immunity)
A call to duty, including communications from citizens/dispatchers or officer observations of inherently dangerous situations demanding immediate response.
Temporary Protection Order (TPO)
Order issued by a municipal court upon the filing of a complaint/indictment involving a family or household member charged with specific violent or property crimes.
Civil Protection Order (CPO)
Order obtained through domestic relations or common pleas court lasting up to five years, which does not require criminal charges to be filed.
EAR Model
A three-phase de-escalation framework for crisis encounters: Engage, Assess, and Resolve.
LAST Model
A lethality assessment framework used to determine suicidal intent based on Lethality, Availability, Specificity, and Timing.
Involuntary Servitude
A form of human trafficking where a person is compelled to perform labor or services for another against their will.
Sex Trafficking
A form of human trafficking covering commercial sexual activity, including sex for hire, obscene/sexually oriented performances, or nudity-oriented material.
AMBER Alert
Emergency alert activated when a missing child is under 18, there is a credible threat of immediate danger of serious bodily harm or death, and sufficient descriptive information is available.
Empathy
Understanding, being sensitive to, and vicariously experiencing the feelings and thoughts of another without judgment to build trust and de-escalate tension.
Sympathy
Conveying commiseration, pity, or feelings of sorrow for someone experiencing misfortune while observing from the outside.
Critical Incident Stress Debriefing (CISD)
A confidential group intervention method designed for first responders to process high-stress or traumatic events and reduce PTSD symptoms.
Cycle of Fire

Concealment
Anything that protects an officer from being observed by a suspect, but does not provide protection from gunfire.
Cover
A position or physical barrier that protects an officer from gunfire.
Unknown-Risk Vehicle Stop
A vehicle stop that has an unknown potential for felonious assault or vehicle crash.
High-Risk Vehicle Stop
A vehicle stop that has a high potential for felonious assault or vehicle crash.
Strip Search
The inspection of a naked individual without scrutinizing the subject's body cavities.
Body Cavity Search
An inspection of body cavities requiring a search warrant (absent medical emergency), sanitary conditions, and performance by a medical professional of the same sex.
Escape Mob
A highly emotionally charged crowd driven by fear that seeks individual safety and exhibits frantic behavior.
Aggressive Mob
A crowd that attacks, riots, terrorizes, destroys property, and physically assaults others.
Acquisitive Mob
A crowd motivated by the desire to acquire goods or merchandise for free through looting.
Expressive Mob
A crowd experiencing intense feelings of revelry, usually following a special event, that can become destructive.
Contact Damage
Traffic crash damage caused by direct contact with an object not belonging to the vehicle.
Induced Damage
Traffic crash damage resulting from parts of the vehicle being displaced due to the force of contact damage nearby.
Class Evidence Characteristics
Traits or characteristics shared by a group that allow evidence to be compared with a group, but cannot be identified to a single source.
Individual Evidence Characteristics
Traits or characteristics that allow evidence to be compared with and individualized to a specific object or person.
Chain of Custody
A complete written record documenting who collected, transferred, received, analyzed, and stored evidence to maintain its legal integrity.
Showup
An identification procedure in which a single suspect is shown individually to an eyewitness.
Eustress
Positive, short-lived stress that motivates an individual, increases mental alertness, and enhances performance.
Distress
Negative, dysfunctional stress that triggers anxiety, causes health deterioration, and impairs performance.
Sovereign Citizen Extremists
