What was the Simla deputation? What did it demand?
A delegation of 35 prominent Muslim leaders led by Sir Aga Khan met Viceroy Lord Minto in Simla.
Main Demands:
Separate Electorates: Muslims must vote exclusively for Muslim candidates in reserved seats.
Weightage: Muslims should be given more seats in councils than their exact population proportion warranted, due to their historical and political importance.
Employment & Education: Quotas for Muslims in government civil service and judicial positions, and funding for a Muslim university.
What were the causes and impacts of Simla deputation, what revelance does it have to today?
Liberal Government in Britain: John Morley became the Secretary of State for India, and Lord Minto became the Viceroy. They announced plans to introduce constitutional reforms and expand legislative councils. Muslims feared an expansion of a pure democratic, first-past-the-post voting system would completely marginalise them as a numerical minority.
Failure of the Indian National Congress (INC): The INC claimed to represent all Indians, but its leadership was heavily pro-Hindu. The INC strongly opposed the Partition of Bengal (1905), which had benefited Muslims. This convinced Muslim elites that they could not rely on the INC to safeguard their interests.
Urgent Need for Safeguards: Without specific safeguards, Muslims feared they would lose out on government jobs, political representation, and educational funding.
What were the impacts of the Simla deputation
Impacts
British Acceptance: Lord Minto gave a highly sympathetic response and accepted their core political demands.
Foundations of Pakistan Movement: This was a massive turning point. It formalised the Two-Nation Theory on a constitutional level, explicitly showing that Muslims were a distinct political community from Hindus.
Catalyst for a Political Party: The success of the deputation proved that organized political agitation worked, creating the momentum needed to launch a formal political entity- The All India Muslim league
What were the causes of the formation of the All India Muslim league
Causes
Success of Simla Deputation: Muslims realized that to maintain the promises made by Lord Mi nto, they needed a permanent political platform to constantly lobby the British.
Hindu Backlash (Swadeshi Movement): The intense and violent Hindu protests against the Partition of Bengal alarmed Muslims, who felt their newly gained rights in East Bengal were under direct attack.
Educational Conferences: The annual meeting of the Muhammadan Educational Conference in Dhaka provided the perfect venue and gathering of elites to execute this political plan.
