Housing Authority of the City of Los Angeles (HACLA)

The local public agency that administers federal, state, and local housing assistance programs for Los Angeles residents.

Section 8 Project-Based Voucher (PBV) Program

A rental-assistance program in which HUD subsidies are attached to specific units and the PHA pays owners on behalf of eligible families.

Public Housing Agency (PHA)

An organization authorized by HUD to manage and operate housing assistance programs such as Section 8 for its jurisdiction.

Privacy Act Statement

A notice explaining that family information is collected under Section 8 authority, used to verify eligibility, and may be shared with other agencies for lawful investigations.

Tenant Rent

The portion of monthly rent paid directly by the family, calculated by the PHA using the household’s income, composition, and allowable expenses.

Housing Assistance Payment (HAP)

The subsidy amount a PHA sends to the property owner each month to cover the difference between the contract rent and the tenant’s share.

Limited English Proficiency (LEP) Notice

An assurance that HACLA will provide language assistance so individuals with limited English skills have equal access to services.

Statement of Family Responsibility

A document the household signs acknowledging its obligations and rules under the Section 8 PBV program.

U.S. Department of Housing and Urban Development (HUD)

The federal agency that funds and regulates public housing and voucher programs, including oversight of PHAs.

Change in Tenant Rent

An adjustment to the family’s rent share that occurs when program rules or the household’s income, size, or expenses change.
