What is cultural modernization theory?

Inglehart and Welzel argue that as economic development takes place, cultures evolve and change.

  • Cultural modernization occurs in two phases:

    • traditional values —> secular-rational values (industrialization)

    • survival values —> self-expression values (post-industrialization)

  • Only when cultures significantly modernize and move out of the traditional space are they ready for democratization.
