Part 66 (Annex III)
Describes the eligibility criteria, qualifying process and privileges for those who wish to become Certifying or Support staff.
Certifying staff
personnel with category A, B, C or L Part-66 licence who certify the maintenance
Support staff (perform tasks but don’t sign off)
personnel with the appropriate aircraft-rated category B (for Complex Motor-Powered Aircraft only) or L Part-66 licence who verify or perform maintenance during base maintenance activities
Certification Authorization
authority given to individual Aircraft Maintenance Licence (AML) holders, by the maintenance organisations, to
carry out maintenance tasks.
CAT B2 / B2L
B2 = for all A/C
B2L = for all A/C EXCEPT those in Group 1
CAT B2L
Divided into “system ratings“
must have minimum of one system rating

Cat B3
Piston-engine non-pressurised A/C of 2000 kg Maximum Take-off Mass (MTOM) and below.
CAT L

GROUP 1 A/C
COMPLEX AIRCRAFT (USE COMMON SENSE LIKE MULTI ENG HELEIS)
IF MAX OPERATING ALT EXCEEDS FL290
Gas airships other than ELA2 and other aircraft requiring an aircraft type rating when defined as such by the CAA.
GROUP 2
same planes as group 1 however less complex ie turbine engine / single engine etc but less complex perhaps C182
OR
WHEN PUT THERE BY CAA
GROUP 3
Piston engines / simple A/C = C172
Group 4
sail planes / balloons etc
Complex Motor Powered A/C
An Aircraft certificated for:
A max take-off mass (MTOM) exceeding 5 700 kg, or
A maximum passenger seating configuration of more than nineteen, or
Operation with a minimum crew of at least two pilots, or
equipped with (a) turbojet engine(s) or more than one turboprop engine
Complex Motor Powered A/C
A helicopter:
With a maximum certificated take-off mass exceeding 3175 kg, or
For a maximum passenger seating configuration of more than nine, or
For operations with a minimum crew of at least two pilots, or
A tilt-rotor aircraft
Application for Issue of Licence
Apply to the CAA using CAA Form 19
A Part-145 organisation may prepare or make recommendations for a licence to the CAA if approved to do so.
Eligibility (DON’T FORGET)
18 years old to apply for an Aircraft Maintenance Licence (AML)
Age 21 to exercise privileges
AML holder may not exercise certification privileges unless:
In Compliance with Part-M, Part-145, Part-ML and Part-CAO
AND
Preceding 2 year period has:
6 months of maintenance experience
met the provision for the issue of the privileges
He / She has the adequate competence to certify maintenance
Able to read, write and communicate in the language(s) in which the technical
documentation and procedures to service are written.
Basic Knowledge Requirements
Exams taken in Part-147 training organisation OR CAA
Modules need to be passed within 10 years of application
Proof of knowledge requirements by taking examination
MEMORIZE

Extension Requirements (Initial license)
For initial license = At least 1 year of experience shall be recent
Extension Requirements (additional categories)
For additional categories = May be less than 1-year but should be at least 3-months
other experience (military) = may be considered if part 66 equivalent

Experience will be gained in the 10-year period prior to application
validity of AML
AML becomes invalid in five years unless holder submits it to the CAA for review / re-issue.
Can be prepared by their Part 145 if they have approval
Certification privileges based upon AML, become invalid as soon as the AML is invalid
AML is only valid when issued/reviewed by the competent authority and when the holder has signed the document.
Certifying staff and support staff shall produce their licence, as evidence of qualification, within 24 hours upon request by an authorised person.
Endorsement with Aircraft Ratings (CAT A)
No rating is required, but they must complete specific training for each task they are to be authorised for.
Endorsement with Aircraft Ratings (CAT B1, B2, C)
For group 1 aircraft, the appropriate aircraft type rating
For group 2 aircraft, the appropriate aircraft type, manufacturer sub-group or full group rating
For group 3 aircraft, the appropriate aircraft type or full group rating
For group 4 aircraft, for the category B2 licence, the full group rating
Endorsement with Aircraft Ratings (CAT B3)
relevant rating is ‘piston-engine non-pressurised aeroplanes of 2000 kg MTOM and below’.
