CHAMPVA

National Institute of Mental Health (NIMH)
An agency created in 1946 whose creation, alongside the introduction of psychopharmaceuticals in the 1950s, enabled outpatient treatment for mental illness.
Community Mental Health Act
Legislation signed into law by President John F. Kennedy on October 31, 1963, that provided federal funding to establish comprehensive Community Mental Health Centers (CMHC) across the United States.
Deinstitutionalization
An approach to treating mental illness wherein patients residing in state institutions were moved to community facilities for comprehensive outpatient treatment.
Serious Mental Illness (SMI)
Severe disorders such as schizophrenia and severe bipolar disorder, affecting an estimated 11 million adults (4.5\text{\text{%}}) over 18 years of age in the U.S. in 2017.
Naloxone (Narcan)
A medication provided to emergency medical technicians and emergency room staff to reverse opioid overdoses and prevent death.

Bipartisan legislation that funded Certified Community Behavioral Health Clinics (CCBHC) to expand access to comprehensive mental health and substance use disorder services.

Clinics funded through Medicaid demonstration projects that offer 24-hour crisis services, tailored military/veteran care, and integrated mental and physical health services regardless of ability to pay.
Mental Health Parity and Addiction Equity Act of 2008
Federal legislation passed in 2008 requiring health insurance policies to cover mental health and substance use disorder services.
