Information System (The System)

All required technologies (hardware, software, supplies) and associated services (development, installation, technical support) necessary to make the system operational under the contract.

Proposer

A firm (private entity, state-owned enterprise, or joint venture) submitting a proposal to perform the contract.

Joint Venture (JV)

A combination of firms under an existing agreement or letter of intent where all members are jointly and severally liable for contract execution.

Sexual Exploitation and Abuse (SEA)

Actual or attempted abuse of vulnerability or trust for sexual purposes, or threatened physical intrusion of a sexual nature under coercive conditions.

Sexual Harassment (SH)

Unwelcome sexual advances, requests for sexual favors, and other verbal or physical conduct of a sexual nature by personnel.

MOSIP

Modular Open Source Identity Platform; the foundational framework used for Zambia's Digital ID system.

Automated Biometric Identification System (ABIS)

An engine used for multimodal biometric identification and deduplication using finger, face, and iris data.

Unique Identification Number (UIN)

A system-generated unique number assigned to an individual in the National Registration database.

CRVS

Civil Registration and Vital Statistics; modules covering birth, death, marriage, adoption, divorce, and annulment registers.

Technical Part (of Proposal)

The portion of a proposal containing the technical solution, certificates, and eligibility proofs, which must not include pricing information.

Financial Part (of Proposal)

The portion containing price schedules and letters of financial intent, submitted in a separate sealed envelope from the technical part.

Standstill Period

A 10-business day period following the notification of the intention to award a contract during which no contract can be officially signed.

Abnormally Low Proposal

A proposal price that appears so low it raises concerns about the proposer's ability to perform the contract.

Incoterms

International rules for interpreting trade terms published by the International Chamber of Commerce (e.g., CIP - Carriage and Insurance Paid To).

Custom Software

Software developed by the supplier at the purchaser's expense specifically for the information system, typically requiring source code transfer.

Operational Acceptance

The formal acceptance of the system by the purchaser after successful completion of Operational Acceptance Tests.

Force Majeure

Events beyond the control of either party (war, natural disasters, etc.) that make contract performance impossible.

Adjudicator

A person appointed to act as an informal mediator for contract disputes before they proceed to formal arbitration.

Managed Services Model

A model where the supplier provides ongoing technical operations and helpdesk support, often including Service Level Agreements (SLAs).

Deduplication

The process of identifying and removing duplicate records in the biometric database to ensure each person has only one unique identity.
