Looting isn’t real. People are more altruistic and kind during an emergency

Needs are like food, clean water. Luxury is like a TV or diamonds
Myth Importance
Police, Plans, and Procedures need to be based on reality. If we know how people respond we can best meet them where they are at. Slows down response if we disagree on what to do.

Disaster vs Catastrophe
Disaster an emergency that demands more resources than the community can provide. Exceeds the local ability. Catastrophe are social crisis. Involves complete disruption of social life.
Quarentelli- Effective Mobilization
Effective mobilization of resources and personell. Donations will come in. We need to focus on effectiveness more so than efficiency.
Quarentelli- Task Delegation
Disasters are two big for one person to manage. Delegation is key. Requires new and old organization, utilize everyone. DRC typology is huge on what orgs to trust and what orgs to watch out for.
Quarentelli-Co-ordination
Co-ordination does not mean control. Information sharing and central decision making. Each actor may have different goals, focus on big pictures and try best to keep everyone on task.

Need a good Central EOC. This is the hub that decisions are made from and information is centralized at. Common location. Structure and function.
