Kapp seized berlin on the 13th of March 1920. The Weimar Republic had returned to Berlin but fled to Dresden. Ebert requested the German army quell the Kapp Putsch but the Commander in Chief refused. Ebert asked workers t go on strike, Berlin's roads, railways, power and sewage systems were brought to a standstill.
