To say “in the name of Allah, the entirely merciful the especially merciful”

When is reading the basmallah necessary?

Before the beginning of every Surah of the Qur’an except surah Al-Tawbah

What’s a method of seeking refuge when starting recitation with the basmallah and with the beginning of a surah?

If the reader begins his reading at the beginning of a surah, he needs to seek refuge, say the basmallah then start reciting the surah.
