Organizational Structure, Publications and Documentation

3.1 Introduction
  • This section covers flight operations functions as required by CARS and IOSA.

  • Organization structure is detailed in the Safety Management Manual.

3.1.1 Flight Operations Contact Numbers
  • Available in the AC P-EFB app under Flight Operations/Flight Ops Telephone Directory.

3.1.2 Delegation of Authority
  • Senior Director Operations provides Air Canada Rouge with an Operational Control System.

  • Director, Flying Operations gives direction to Air Canada's Director Aeronautical Support for Flight Dispatch functions.

  • Operational control is delegated to the Pilot-in-Command and flight dispatcher by the Senior Director Operations, Rouge.

3.1.3 Duty Pilot
  • Duty Pilot is the first contact for Flight Operations in handling incidents/accidents and urgent operational matters.

  • Non-operational/urgent issues go to Base Management during business hours.

3.2 Organization Charts
  • Includes positions such as VP Maintenance, Sr. Director Operations, President & CEO, EVP Operations & COO, and others.

  • Illustrates reporting lines.

3.3 Roles and Responsibilities
  • Duties for roles (Accountable Executive, VP Air Canada Rouge, Senior Director Operations, etc.) are in the Safety Management Manual (SMM).

3.4 Publications and Documentation
  • Air Canada Rouge issues operations, training, procedures, and infrastructure documentation for flight crew members.

  • Unauthorized use of material may infringe agreements/regulations/copyrights.

  • Publications are in ACaeronet (S4A Smart SUITE) and crew-issued P-EFBs (AC P-EFB app), referred to as the Document App in the FOM.

3.4.1 Unauthorized Resource Material
  • Using materials not approved by Air Canada Rouge poses a safety risk.

  • Flight crew must use approved resources.

3.4.2 Flight Operations Manual (FOM) and Bulletins
  • Refer to section 1.6.1 for information.

3.4.3 Aircraft Operating Manual (AOM)
  • Contains aircraft type-specific procedures.

  • May be published as AOM or Flight Crew Operating Manual (FCOM).

  • Temporary revisions are issued as blue inserts.

  • The appropriate AOM/FCOM shall be carried either in the aircraft or electronically.

3.4.4 Quick Reference Handbook (QRH)
  • Contains Normal and Non-Normal checklists.

  • Normal checklists: Minimum items to operate the airplane safely, used after doing all respective procedural items.

  • Non-normal checklists: Used for non-normal situations, can have memory and reference items.

  • Temporary revisions are issued as Transmittals.

  • The required number of copies of the QRH to be carried on board is listed in the airplane MEL, and missing copies must be replaced at the first possible opportunity.

3.4.5 Quick Reference Handbook (QRH) Normal
  • Contains supplementary procedures, guidance, and reference information.

  • Revision cycle is aligned with the AOM.

  • Temporary revisions are issued as Transmittals.

  • The QRH Normal shall be carried in the aircraft.

3.4.6 Jeppesen Route Manuals
  • Includes Airway Manual sections, route info, instrument approaches, airport charts.

  • Air Canada info is in AC TAB pages and tailored terminal charts (10-10).

  • Temporary charts are labeled with a "T" (e.g., 10-10A-T).

  • Printable copies are on the Jeppesen website.

3.4.7 Route Briefing Notes (RBN)
  • Reference documents with route and aerodrome information.

  • May be superseded by other publications.

  • Contains info for aerodrome/route qualification.

  • Organized in two parts:- Area of Operation Notes (Americas, Overseas) - Airport Notes (long term destinations)

  • Short-term destinations are covered by Company Notam or temporary Jeppesen 10-10 pages.

  • Published in the Document App and updated as revisions are made.
