Chapter 9: HSSE Assurance

9.1 Purposes and Objectives

  • Outlines a process for the Project Management Team (PMT) to implement minimum requirements.

  • Establishes internal accountability for ensuring project viability, reducing risks, and addressing serious or fatal exposures during project activities.

  • Must be implemented alongside CLP Power Assurance, Review and Reporting Standard, and Supervision and Monitoring Procedure.

10. Processes and Guidance

10.1 General

  • 10.1.1: Each project/contractor group must maintain effective HSSE management systems.

  • 10.1.2: Include compliance elements ensuring all contract and regulatory requirements are met.

  • 10.1.3: Considerations: PMT participation in HSSE assurance should be planned early, especially based on geographical location and sponsorship business unit.

10.1.4: Digitization

  • All assurance, assessments, and inspection tools should be digitized for ease of use and performance analysis.

10.2 HSSE Management Assurance Process

  • 10.2.1: PMT must establish processes for self-assurance (1st line of defense) that include assessments, audits, and inspections.

  • 10.2.2: Contractor groups must develop in-house HSSE assurance processes, including both tier 1 & 2 activities, prior to mobilization.

  • 10.2.3: A table outlines mandatory and recommended tier (1 & 2) assurance processes.

  • 10.2.4: Assurance processes should involve all PMT and contractor group levels.

  • 10.2.5: PMT must conduct assurance checks at regular intervals (pre-construction, during construction, pre-commissioning).

  • 10.2.6: Independent audits by CLP Group HSE as part of tier 2 (2nd line of defense) requirements, focusing on compliance.

  • 10.2.7: Document results and retain evidence from assurance activities as required.

  • 10.2.8: Communicate results of assurance activities to relevant stakeholders.

  • 10.2.9: Non-conformities must prompt improvement actions or require exemptions.

10.3 Audit, Inspection, and Assessment

  • 10.3.1: PMT to determine the timing and frequency of audits/assessments based on work complexity.

  • 10.3.2: Tier (1 & 2) assurance should involve integrated participation from various project teams and contractor groups.

  • 10.3.3: Ensure competent personnel, such as scaffolding CPs and supervisors, partake in HSSE assurance processes.

  • 10.3.4: Equipment inspection procedures must comply with legal requirements, contract specifications, and best practices.

  • 10.3.5: Assurance plan should encourage proactive involvement from all levels as per CLP Power standards.

10.4 Reviews

  • 10.4.1: Monthly reviews of HSSE assurance processes by top management, possibly during HSSE Steering Committee meetings.

  • 10.4.2: Projects to establish a regular post-HSSE assurance review process.

10.5 Improvement Action

  • 10.5.1: Develop processes for managing deficiencies, non-conformities, and compliance issues.

  • 10.5.2: Prioritize improvement actions with due dates and monitor progress.

  • 10.5.3: Evaluate the effectiveness of improvement activities to ensure intended results.

  • 10.5.4: Encourage suggestions for improvement from all stakeholders, with digitization recommended for feedback collection.

  • 10.5.5: Changes to critical areas (plant, processes, security) must comply with Management of Change Standard requirements.

10.6 Training & Competency

  • Conduct HSSE assurance activities by personnel qualified and trained in the processes required.

10.7 Application

  • Frequency, type, and involvement in HSSE Assurance outlined in Section A; applicable to all site HSSE Modes.

11. Deviation

  • Special deviations from requirements require written approval from PMT Director and Director - HSEQ (CLP Power).
