Definition of Development - Development refers to an all around improvement in aspects of life such as freedom , security , equality , standard of living , income , health , economic stability etc.
Different people have different development goals
Development for one person may not be development for the other and can even be harmful
Development for Landless labourers can be better wages and local schools for the children whereas for a girl from a rich urban family can be having as much freedom as her brother and pursue her studies abroad.
An example of development like a dam can be a huge benefit for one group of people but for the locals it can cause them to be displaced hence they may prefer small check dams and tanks instead.
Income is the amount of money earned by the person and is considered one of the most important development goals , as more income enables the person to buy better material goods and services improving their overall quality of living.
People also look for other things like more freedom , security , respect and equality. Hence we can conclude that development is always a mix of materialistic and non-materialistic things.
An example of this is that when considering a job that gives more income , a person would also consider many other factors like working atmosphere , living conditions etc.
As individuals have different development goals so naturally they will have different views on national development , yet the government must ensure that the policies towards national development are:
Fair and just to all citizens
All interests and ideas are considered equally
Decisions taken benefit a large number of people
