The aztec empire begins with a few city states but eventually becomes a tributary empire
the mayans had autonomous city states
a tributary sate means that city states pay tribute to the capital.

Tawantasuyu-- Inca Empire formed in the 15th century
Sophisticated systems of construction despite not having a written system as we know it --
one of these systems was called khipu--
