• Hubble:

relative motion between transmitter and receiver causes waves to stretch (when moving) or contract (when moving towards each other). The wave is said to be shifting. The greater this relative motion, the greater this shift in wavelength. so if you measure the shift of the wavelength, you can measure the velocity of that object opposite you and see if it's moving away or towards you.
