In 1974, East Stroudsburg University Project Upward Bound (ESU UB) was formed to advance the ideal of equal opportunity in post-secondary education. As such, ESU UB believes that students from all segments of the population should have an opportunity to achieve academic excellence in the high school and university levels.
The mission of ESU UB is to promote intellectual curiosity and academic excellence, to acquire the ability to engage, make prudent choices, and develop the technical skills necessary to succeed at the high school and university levels.
The ESU UB community values the ethics of intellectual engagement, integrity, compassion and service. Students will be responsible for their learning, observing and making relevant choices in the context of a community of learners in which parental support plays an
essential role.
In order to achieve these goals, the ESU UB community provides academic instruction in
subject areas supportive of the high school curriculum, academic advising and support, cultural programs and career guidance. Students will be exposed to people, places, and events that will deepen their dreams and broaden their life vision. Students will learn how to identify, establish
and achieve goals gleaned from his/her journey.
ESU Upward Bound Project History
As a member of Project Upward Bound, you ary part of an elite corps of students dating back to 1965. Our students include congress avial representatives, network newscasters, doctors, lawyets, physicists, educators, and movie, TV and radio personalities. As a member of Project Upward Bound, you are part of a well-respected, dynamic, "working rainbow coalition" which encompasses over 800 Upward Bound programs, serving over 61,000 students of exceptionally diverse backgrounds, at various colleges and universities nationwide.
The program is designed to motivate students and to enhance academic skills necessary for success beyond high school, assuring its participants graduate from high school and go on to college. ESU's Upward Bound currently maintains a 100% high school graduation rate and a 100% college entrance rate, with ESU UB alumni attending not only its host institution, East Stroudsburg University, and other state schools but also private schools such as The University of Notre Dame, Pomona College, Johns Hopkins, Denison University, Swarthmore, and Bucknell University.
Our program serves a diverse group of high school students who represent the first generation of their families to attend college. Upward Bound students are recruited a target area encompassing Monroe and Lehigh County, with a focus on students from East Stroudsburg Area North, East Stroudsburg Area South, L.E. Dieruff, Pocono Mountain West, and William Allen High Schools and the middle schools which feed into those high schools.
During the academic year, which runs from September to May, Upward Bound students receive enrichment courses, academic counseling, tutorial services, fundamental learning skill remediation, assistance in selecting a college, and financial aid information. In our efforts to nake students aware of the opportunities available to continue their education beyond high chool, we inform students of the admission requirements to higher education and assist them in cquiring the necessary pre-requisite courses. Most importantly, students become more aware of eir self-worth, their uniqueness, their culture and the culture of others.

Upward Bound students mirror those illustrated in the school handbooks of the area target schools. Please consult them for further information.
Bound Program Objectives
All ESU UB students are expected to achieve the fodowing program objectives as stated in the
Upward Bound 2022 Grant:
Objective I: Academic Performance: GPA
All ESU UB students will have a cumulative hool of 2.5 or better on a four-point scale at the end
of the school year,
Objective 2: Academic Performance: Standardized Testing
All UB juniors will have achieved at the p soficient level on state assessments (Keystones) in reading/language arts and math.
Objective 3: Secondary School Retention and Graduation
All ESU UB students will continue in school for the next academic year, at the next grade level. or will have graduated from secondary school with a regular secondary school diploma.
Objective 4: Completion of rigorous secondary school program of study
All ESU UB students will complete a rigorous secondary school program of study, taking CP Honors, Advanced, AP, or DE coursework, and will graduate with a regular high school diploma. Students must enroll in the following:
4 years of English
At least 3 years of math (algebra - calculus)
At least 3 years of science (emphasis on Biology, Chemistry, Physics)
At least 3 years of social studies / history
At least 2 years of a foreign language
Objective 5: Postsecondary Enrollment
All ESU UB students will enroll in college by the fall immediately
Objective 6: Postsecondary Completion
All ESU UB graduates will attain either an associate's or bachelor's degree within six years following graduation from high school.
Academic Year Policies
Overview
During the Academic Year Component (AY), students will meet with ESU administrative staff both at their home schools and twice a month at ESU for the Saturday College program. At the target schools, students will receive both individual and small group academic and personal counseling. At the Saturday College, students will: attend academic workshops; participate in guest speakers' seminars; take part in workshops on college preparation, career development, leadership development, etc.; participate in group activities; join clubs; embark on college visits; receive tutoring; and engage in off-campus cultural and academic trips.
Academic Performance
If a student obtains a grade of C- (2.0 or 70%) or less in any major academic classes at school
or in his / her ESU UB classes, he/she will be placed on Academic Probation and will be required to:
Meet with a tutor or classroom instructor to work on assignments from the class/es in question;
Log on to tutor.com to work on assignments from the class/es in question;
Speak with the instructor and ask for additional assignments, informing him/her that the student is attending tutoring outside of school;
Seek additional tutoring during the Saturday College with Upward Bound instructional staff.
Students must increase their GPA by the next marking period. If a student remains on Academic Probation for two marking periods, he/she may be removed from the program.
Attendance
Students are expected to attend 80% of target schochajeetings and are permitted to miss only two Saturday College sessions each semeste (in a student is going to be absent, he/she must call or nail the Upward Bound office, earlier in the week if possible, or that morning, must contact instructors regarding making up any assignments, and must submit all work online. The absence may be considered excused if due to an extracuy icular activity but only if Upward Bound receives a note from the student's coach, advisor, or instructor. Excessive absence may
result in program dismissal.
Finally, employment, birthday parties, and family functions are not considered excused
absences, since those events can be adjusted around the Upward Bound time frame.
Attendance / Target School Meetings
ESU Upward Bound administrative staff meet with students twice a month at the target schools.
Students will receive a pass from their homeroom teacher and meet with program administrators briefly so as to not disrupt the learning process. It is imperative that students report to these meetings and if they are unable due to absenteeism or important classroom work, text or email staff to inform them of this as soon as possible.
Behavior
Upward Bound students always represent Upward Bound, whether at school, in the community, online or on campus. We prefer our students to be viewed as mature, intelligent young men and women. As such, the following behavior will not be tolerated and may result in a student's removal from the program:
Profanity (in real time or online);
Vulgar language (in real time or online);
Bullying (in real time or online);
• Derogatory or inflammatory language aimed at a person's race, gender, religion, etc. (in
real time or online);
Public displays of affection (PDA's);
Photos which can be seen as profane or derogatory posted
Students will contact parents / guardians an hour before the bus arrives at the return location. Upward Bound is not responsible for students' safety and supervision once the student exits the bus at the drop off location, therefore parents / guardians are highly encouraged to arrive in a timely manner. Upward Bound's responsibility does not extend to ensuring a student gets home safely after the trip concludes.
Cell Phone Usage
Cell phones must be turned off or set to an inaudible signal during the Saturday College.
Texting is not permitted. Faculty and staff may have students place their cell phones out of reach for the duration of the class or activity period and if cell phone use becomes a problem, the phone may be returned to the student's parents / guardians with a request that he / she refrains from bringing it entirely.
Cheating / Plagiarism / Misuse of Al
Cheating is defined as submitting the work of another while claiming it is one's own.
This includes, but is not limited to:
Copying from another student with or without consent;
Inappropriately using Al to complete an assignment;
Plagiarizing by presenting the work of someone else and passing it off as one's own. This includes buying, stealing or borrowing a paper; paying someone to write a paper; intentionally using a source without proper documentation.
ESU Upward Bound does not recognize work created by Al. While Al may prove to be a valuable tool, should student use Al to compose or correct assignments, the student will be asked to redo the assignment in the presence of their Upward Bound instructor. Repeated abuse of Al in this manner may result in program dismissal.
Computer Lab Usage
Upward Bound students are not permitted to use the computers on campus for Internet purposes unless parents / guardians and students sign an Internet Consent Form. There will be no exception to this rule.
Students who need to use the computer lab for academic purposes ONLY will be permitted to do so during designated periods during the Saturday College. If students areengaging in activities other than academic work (i.e., checking email, logging into social media, surfing the net, etc.), they may be barred from the lab until further notice.
Dismissal Policy
The ESU UB staff puts in numerous hours of assisting students prepare for college. It is our expectation that each student will successfully complete the program, and enter the college of his or her choice, however, there will be some students who cannot adjust to the program's rigorous academic and behavioral policies. These students will be given verbal and/or written warning for infractions of the rules. Parents / Guardians may be notified and asked to counsel their child. Continued deviation from the rules and regulations will result in termination from the program. Once terminated, the student may reapply for enrollment during the next recruitment period but reenrollment is not guaranteed.
Dress Code
When on or off campus, students are representing the program, their families and
themselves. Proper attire is the sign of a serious student.
The following articles of clothing are prohibited. Students who do not adhere to the dress
code will be excluded from the activity or asked to change, if possible.
Clothing that fits skintight
Skirts or shorts that fall above the fingertips when hands are at a student's side
Tube, tank or skinny strap tops (without a cover up)
Exposed bra / bra straps
Exposed boxers / underwear
Exposed midriffs or backs
See-through shirts
Baggy pants which have to be hiked up with each step
Clothing with lewd / offensive / suggestive language or pictures

Parents / Guardians must leave their vehicle and find a UB administrator before the child
is permitted to leave. Students are only be permitted to leave with a parent / guardian, or other individual listed on the Emergency Contact paperwork.
If an emergency occurs and a student must leave early, parents / guardians must again personally meet with an administrative staffer before the student is permitted to leave campus.
Frequently leaving the program prior to 3 PM may result in program dismissal since
students miss a great deal of program activities by leaving early.
Educational Requirements
Participation during the Saturday College involves not only social involvement but
academic involvement as well. Students are expected to:
Come prepared with pens, pencils, notebooks, books and / or study materials;
Take notes during workshops and presentations;
Behave in a mature and intelligent manner in classrooms (refrain from talking, sleeping, passing notes, calling out, or otherwise being disruptive to the learning environment);
Submit Upward Bound paperwork in a timely fashion;
Complete all online distance learning assignments by or in advance of their due date;
Communicate on a regular basis with all ESU UB administrators and instructional staff regarding any academic concerns, missed assignments, etc.
Students who do not adhere to the above may be removed from the program.
Gang Identified Behavior
Any gang behavior or other social subgroup formed for the purpose of exclusion or
intimidation is prohibited and will result in automatic program dismissal.
Guests
While we understand that our students are proud of their program and their accomplishments and they wish to share this with their friends, students should refrain from bringing friends or other guests to Upward Bound target school meetings and to the Saturday
College. Anyone who brings a friend or other guests to the Saturday College will be asked to leave the program immediately.
Identification Cards / eCards
Each student will receive an ESU University eCard at the start of the academic year.
Students must bring this ID card to the Saturday College each week to be able to eat in the cafeteria and to be able to be marked present for classes. If a student should lose his / her eCard, an administrator must be notified immediately. Each week a student is without an eCard will result in a stipend deduction.
Inclement Weather / Upward Bound Cancellations
All attempts will be made to call, text and email students / parents regarding delays or
cancellations as soon as a final decision is made; normally this occurs within 24 hours of an Upward Bound event. In certain situations, this is not always an option and contact with students / parents / guardians will be made as soon as possible.
In addition, we will announce cancellation information on Upward Bound's voicemail at
the General Office Number at (570) 422-3476.
Mandatory Submission of Paperwork
Each semester, students are required to update their contact information and other pertinent paperwork. Internet consent forms, emergency contact paperwork, permission slips, etc. must be submitted in a timely manner should students wish to participate in activities and trips.
No drugs / No alcohol
Upward Bound, in conjunction with East Stroudsburg University, strongly enforces a no
drug, no alcohol policy. By definition, this includes tobacco products and vaping / vaping material.
The use and / or distribution of illegal drugs will result in immediate program dismissal.
In addition to immediate program dismissal, students who violate this policy will be dealt with according to Pennsylvania State Law.
Parental Involvement
Parental involvement is critical in ensuring a student's success in high school and
beyond.
Upward Bound encourages parents / guardians to contact the office and schedule appointments with the administrative and / or teaching staff during the week in the academic year and during parent / guardian visitation during the summer component as needed. Please do not request a meeting during the Saturday College since administrative staff are busy supervising students.
Parents / Guardians will be notified about, and are highly encouraged to attend, such
events as Family Day, awards ceremonies, and financial aid workshops.
We also strongly encourage parents / guardians to take part in Upward Bound's Parents' Association (UBPA), which conducts general meetings throughout the year. The purpose of the UBPA is to: provide advocacy with Washington DC to help ensure continued funding; fundraise to provide graduating seniors with scholarship monies and to provide funds for expenses not covered by the Upward Bound federal grant; support their students, faculty and administrative staff in furthering student success; and provide support for extracurricular activities (National TRIO Day, Family Day Picnic, Awards Ceremonies, Summer Semi-Formal, etc.).
Parent / Guardian Responsibilities and Behavior
Attend at least one UBPA meeting in the fall, in the spring, and during the summer program, and as many workshops and other UB sponsored activities as possible. Failure to attend UBPA meetings may result in your child's inability to participate in various activities.
Submit UBPA dues (which fund the UBPA scholarship and other student-centered events) each semester.
Share constructive input and ideas with the ESU UB Administrative Staff.
Monitor your child's grades and reports through contact with high school staff, online gradebook, etc.
Establish household rules for study - studying is more than just doing homework.
Let us know when your child needs help.
Work in collaboration with program instructors, residential staff, instructional staff and personnel.
Please note: Any parent / guardian who tries to intimidate and/or insult an Upward Bound staff person or who violates the STAR policy (see STAR Policy) in real time or online will cause their child's termination from the program.
Personal Property
Good security is the best guard for personal items. The staff discourages students from bringing costly items or large sums of money to the Saturday College. Students should not leave their backpacks unattended. During the summer session, students should not leave their doors unlocked. Money should not be left out in the open. It's also a good policy not to loan personal items to other students.
East Stroudsburg University and its Upward Bound Program are not responsible for items
that are lost, broken or stolen while the students are participating in the academic year component or the summer session. Neither Upward Bound nor East Stroudsburg University can carry insurance on the personal belongings of the students. Therefore, students are urged to have their parents / guardians provide coverage through their policies. Students whose parents / guardians have homeowner's insurance may have protection on their belongings at the University. The program recommends that parents / guardians or students check coverage with their personal insurance agent.
Ride-sharing
Since Upward Bound will not dismiss students during the Saturday College or summer program without meeting with a parent / guardian in person, students are prohibited from using Uber, Lyft or other ride sharing companies during the Saturday College or during the summer Since Upward Bound will not be responsible for the students' safety or supervision once
the student departs the bus after an Upward Bound sponsored trip, should a parent / guardian wish to utilize Uber Teen after an Upward Bound trip once the student departs the bus, it is entirely up to the parent's / guardian's discretion.
However, ordering Uber Teen is highly discouraged by the Upward Bound administrative staff.
Sexual misconduct
Students should not engage in any sexual acts) at Upward Bound, at any Upward Bound
event, on ESU property including the residence hall, or on an Upward Bound bus. Such behavior will result in immediately program dismissal.
Sixty Day Rule
During the academic year, all new students will be monitored throughout a 59 day probationary period during which time behavior, attendance and academic performance will be monitored. If the student successfully completes the 59 day probationary period, he/she will be awarded admission into the program on the 60th day.
Social Media Guidelines
ESU UB expects its students to maintain high ethical standards in their use of social networking. Since social media reaches audiences far beyond the community, students should use social sites responsibly and be accountable for their actions. Even online, students must follow the STAR policy but should also keep in mind the following:
Social media venues are public, and information can be shared beyond your control. Be conscious of what you post online since you will leave a long-lasting impression on many different audiences.
Do not post or link anything (photos, videos, web pages, audio files, forums, groups, fan pages, etc.) to your social networking sites that you wouldn't want friends, peers, parents, guardians, teachers, college admissions officers, or future employers to access. What you present on social networking forums represents you forever.
If you are responding to someone with whom you disagree, remember to be respectful.
Make sure that criticism is constructive and not hurtful. Do not use profane, obscene, or threatening language.
Utilize privacy settings to control access to your network, web pages, profile, posts, blogs, wikis, podcasts, digital media, forums, groups, fan pages, etc.
Never share personal information, including, but not limited to, social security numbers, phone numbers, addresses, exact birthdates, and pictures with parties you don't know or
on unsecure sites.
• Cyberbullying is an act of harassment and is in direct contrast to the STAR policy.
Cyberbullying may result in program dismissal.
STAR Policy
Students enrolled in Upward Bound and their parents / guardians are expected to adhere to the STAR Policy, which stands for Setting the Tone for an Atmosphere of Respect. In short, everyone - teachers, administrators, tutors, interns, residential staffers, ESU personnel, other students and other students' families - is to be treated respectfully, shown in actions and in speech, every hour and every moment of every day.
Students and parents / guardians who do not cooperate and/or who are not considerate
may be removed from the program.
Stipends During the Academic Year
According to the Federal Regulations, Upward Bound may provide a stipend, not to
exceed $40 a month, for full time participants.
ESU UB may prorate the amount of the stipend according to
the number of scheduled sessions in which the student participated;
the amount of work submitted, or not submitted, satisfactorily;
overall behavior as illustrated throughout this handbook; and
submission of required paperwork.
Additionally, if a student signs up for a trip and does not show, the program may prorate
the student's stipend according to the cost of the trip (see "Trip / College Visits").
Stipend amounts may change based upon federal funding / available funds in the Upward
Student-Generated Withdrawal
If a student realizes that Upward Bound isn't for him/her, the student may choose to remove himself / herself from the roster. This should be indicated in writing to the Director or Assistant Director who may conduct an exit interview with the student. However, while a student's enrollment will be terminated, the program will contact the student for a period of up to six years to monitor progress necessary for government funding.
If a student removes himself / herself from the roster, and later wishes reinstatement,
he/she must reapply by completing an Upward Bound application.
Summer Eligibility
While we're funded for 100 students during the academic year, we're funded for a total of 60 students during the residential component of the summer program. Since a portion of the positions are reserved for new students - mostly freshmen - this limits the amount of residential space for returning students.
In order for returning students to qualify for summer enrollment, they must:
Complete a program participation intent form for the summer program. These forms will be made available to Upward Bound students early in the Spring semester.
Maintain 80% attendance at the Saturday College.
Behave in an appropriate manner during the academic year (no discipline issues either at school or at Upward Bound).
Maintain good grades both at Upward Bound and at the student's high school.
Technology Loans
Students in good standing are offered an opportunity to borrow Surface Pro tablets and a
variety of graphing calculators. Students are expected to use program technology safely, responsibly, and for educational purposes only. The student whose name program technology is issued is responsible for its proper use and storage at all times and is the only individual who should have access to the technology. Should the item become lost, damaged or stolen, the student and his / her parents / guardians will assume financial responsibility for its repair or replacement. Additional information will be provided on a "Student Use of Technology Agreement and Release of Liability Form" when materials are loaned. This form must be signed by the students and the parent / guardian. Violation of this may result in a termination of a

student's access to program technology and / or discipline up to and including suspension or remove from the program.
Student technology loans are valid from September to April. If students need to use
loaned technology from April to June, they must submit a request in writing.
Trips / College Visits
Educational trips, college visits, and cultural activities are held periodically during the academic year component. While we attempt to schedule these during the Saturday College, not all can be done on Saturdays, and as a result, trips may be scheduled during the week.
Ifa trip is planned during the week, the student or his/her parent/guardian must contact
the student's high school regarding attendance. Most schools will consider such a trip an excused absence if the parent / guardian provides written confirmation. If the school considers the trip an illegal absence, Upward Bound cannot overturn that decision. Attendance policies are up to the individual school.
Prior student sign up is required for trip attendance. The program pays for all activities, and in some cases may either provide meals or may provide the student with a stipend to cover meal costs. If a student signs up for the trip, it is expected that he/she will attend or give the office at least 24 hours advance notice of his/her absence. Failure to do so may result in the student being prohibited from future trips and will result in a stipend deduction.
All trips are planned in advance and the program incurs a cost. Monies are not refunded to the program for tickets or admissions costs, and therefore the program suffers a financial loss.
Therefore, some trips may require a deposit, which will then be refunded to the student when he/she attends the trip.
Tutoring
Tutoring is available to all students in real time at the Saturday College and online via the
Tutor.com program.
Ifa student is on Academic Probation he/she is required to receive tutoring on Saturdays and online, coming prepared with textbooks, notes, handouts, and additional assignments from the teacher/s of the class/es in which he/she is pulling less than a C- (2.0 or 70%).

Failure to do so may jeopardize a student's position in the program, and his/her parents /enrollment and are confidential. Students are not permitted to share their tutor.com username and password with friends or family members. Should this occur, the student may lose tutor.com privileges.
Unauthorized taking of photography / videos / audio
Students are permitted to use their phones to take pictures or video / audio recordings on trips, and in class when permitted by a teacher or administrator. Taking photographs, videos of program participants, teachers, administrators or ESU facilities during the program is prohibited.
Taking photographs or recordings in bathrooms or when students are in various stages of undress is strictly prohibited and will result in program dismissal.
SUMMER PROGRAM POLICIES FOR RESIDENTIAL
STUDENTS
Overview
Participants must show academic diligence in their core high school classes as illustrated by their third marking period grades and teacher reports, must maintain a solid attendance record during the academic year, and must not have any discipline issues either at Upward Bound or at the student's home school to become eligible to participate in the summer residential program.
ESU UB students primarily reside on ESU's campus, Sunday through Friday for five weeks.
During this time, they:
attend classes which will prepare them for the classes in which they'll enroll at their high school in the fall;
receiving tutoring in a variety of subject areas;
attend speakers' series / workshops on college preparation, career development, social development, etc.; and
experience campus life on a smaller scale (living with a roommate, eating in the cafeteria, learning how to balance class work, a social life, ete.).
Some ESU UB students may choose to commute to and from ESU's campus (see
"Summer Program Policies / Commuter Students") and others may opt to participate in the program virtually (see "Distant Student Instruction"). These two options allow students a variety of ways to engage in ESU UB during the summer.
NB: All policies that are in place during the academic year hold true for the summer program as well. Please consult the previous section for specifies.
Academic Policies
The following academic policies will be enforced during the Summer Program. Student
must:
Maintain a "C" average in all academic classes
Be punctual when attending all ESU UB events (classes, meals, activities, etc.)
Complete all homework in a timely fashion.
The following consequences will be enforced for violating the above.
• Students who fail to maintain a "C" in academic classes may not be permitted to attend the end of summer awards ceremony / summer celebration and / or summer trip/s and
may encumber a stipend reduction;
Students who fail to complete homework may encumber a stipend reduction and may put their fall participation in jeopardy;
Students who do not put forth genuine effort or show interest and enthusiasm in class may also be immediately dismissed from the program.
Campus Issues
For ESU UB residential students, five general rules prevail -
Students are to remain on the East Stroudsburg University campus.
Students may not have cars on campus during the summer program.
Students are not permitted in any other residence hall, and may not socialize with university students or students from other summer programs without Upward Bound staff
supervision.
Students are not permitted on any other floor in the residence hall except the one on which they reside.
Students are not permitted to have guests on campus / in the residence hall.
For their safety, students are not permitted to have "sleepovers."
Students are not permitted to alter their dorm room assignments, or change rooms without permission from the resident director.
Failure to comply with the above will result in a student's immediate dismissal from the
program.
Cell phone usage
Each morning prior to leaving the residence hall for breakfast at 7 AM, students will lock
their cell phones in their on-campus mailboxes. Thus, they will not have access to their cell phones until after 4:30 PM. This will limit classroom distractions. Should an emergency arise, and parents / guardians need to reach their children, they may call the Upward Bound office.
Since ESU UB's summer program is structured to provide social enhancement, if a student spends the majority of free time on his / her phone instead of engaging in in person activities, the student may be asked to leave the summer program.
Check in and check out
ESU UB check in on Sunday is between 3:00 and 5:00 PM. ESU UB check out on Friday
is between 5:30 and 6:30 PM. Should this change due to trips, special events, etc., students, and parents/ guardians will be notified in advance.
Cleanliness and ESU Custodial Services
Students are expected to maintain their rooms in a reasonably clean condition. If staff determine that a room is in unacceptable condition, the student will be expected to clean the room to the staff's satisfaction. Non-compliance will jeopardize a student's status in the program. Also, common areas (lounges, computer lab, kitchen, etc.) are expected to remain in an acceptable condition. A group of students will be selected weekly to assist in maintaining the common areas
Custodial personnel are responsible for cleaning common areas and bathrooms, but are not responsible for cleaning individual rooms, or for cleaning debris resulting from irresponsible
student conduct.
Curfews
Students must be in the residence hall by 10 PM., on their floors by 10:15 PM., and in their rooms by 11:00 PM. Failure to comply will result in grounding to either the dorm, floor or room.
Continued missed curfew will result in dismissal from the program.
Fire Alarm System
All University buildings are equipped with fire alarms. It is imperative that every person responds to a fire alarm and vacates a building in which an alarm is sounded. This procedure is common sense, but it is also state law. Students who fail to vacate a building when a fire alarm is sounded will be subject to disciplinary action.
Tampering with fire extinguishers and other fire equipment, or the sounding of false fire or emergency alarms - which includes opening doors indicated as fire exits -- is a serious threat to the safety of all and is strictly prohibited. Violations of this policy will result in serious disciplinary action by the University.
Keys / eCards
Prior to move in, each student must pay a room key deposit. At check in, students will be
issued a room key and an eCard which will allow them to enter the residence hall and swipe for meals in the cafeteria.
Rooms should be locked when not occupied. Students should not permit others to use
their ID cards.
The Resident Director must be notified immediately if a key or ID card is lost, and unless
the key or ID is found prior to move out, the student and his/her parents / guardians will forfeit the deposit.
Illness and Medications
If a residential student becomes ill over the weekend or if an emergency occurs and the student is unable to return on Sunday, the student should notify the residential staff. Messages may be left on the designated staff phones which will be provided to parents / guardians / students on move in day.
When a student becomes ill, he/she must inform a residential staff member. If a student is ill during the day, he/she may not participate in evening activities, and the student is expected to make up all work missed due to illness.
If a student becomes ill while in class, the student should notify the teacher, and then report
to the Upward Bound office where someone will escort the student to the residence hall.
Students will be sent home if the illness persists for more than 24 hours.
ESU UB does not have access to the University Health Center during the summer, therefore if an injury or possible serious illness occurs, the student will be escorted to Lehigh Valley Pocono Hospital and a residential staff member will remain with the student until parents / guardians arrive.
Students are responsible for over-the-counter medications. Any prescriptions a student is required to take must be accompanied by a signed permission slip from the student's parents / guardian during move in day. The student may only bring a week's worth of prescription medication to the program at a time.
Medical appointments during the week
Should a student have a medical appointment during the week, he / she needs to provide a note during drop off the Sunday before the appointment stating who will be picking up him / her.
Students and parents / guardians should meet at the Upward Bound office. Parents / guardians must have ID, must sign their student out, and must return the student to the Upward Bound office, signing the student back in after the conclusion of the appointment.
Personal Safety and Campus Attire
Students should walk not run.
Students should not cluster in stairwells or landings.
Students should clean up spills immediately.
Students are to immediately report any unsafe conditions to the Resident Director.
Dress standards on campus, in class, in the library, in the cafeteria, and at social events should always be acceptable and appropriate for the occasion and location. Concern for one another also dictates that one's clothes should be neat and clean. (See "Dress Code")
Phone Use
Students may not use the staff phones or main desk phone unless it's an emergency,
which must be approved by the RD. Please see Cell Phone Usage.
Physical Violence / Bullying
ESU considers fighting / bullying very serious infractions and are thus deemed intolerable behavior. Violence, threats of physical violence, physical intimidation or to cause injury to another are strictly prohibited and have no role in the ESU Upward Bound community.
Physically attacking someone will not be tolerated and will result in program dismissal.
Quiet Hours
Quiet hours will be in effect from 11:00 PM until 6:30 AM. Students are expected to show courtesy and concern for others by refraining from extended conversation in the halls, and by keeping music devices turned down. Music and conversation should not be audible outside a student's room during that time.
Residence Hall Courtesy Issues
During your free time you may enjoy the lounge areas. However, keep the room clean and all open student areas clean. If you move a chair, move it back; use trash cans; clean up after yourself.
Important announcements, including homework assignments and course syllabi, will be posted on the ESU UB bulletin board in the residence hall. Please check it daily so you don't miss any important information.
Please do not leave personal items in the shower stalls. Return all personal items (shampoo,
conditioner, soap, etc.) to your room. Any items left behind will be disposed.
Please respect your hall-mates regarding noise. Again, mandatory quiet hours are from 11
PM until 6:30 AM.
Residence Life Safety Regulations
As guests of the host institution, all ESU UB students / staff must observe the following
university and program rules:
Property belonging to a student may be temporarily confiscated if the use of such property is judged to be problematic for the orderly governance and lifestyle of the University community.
The University will not tolerate situations involving "fights" with substances; e.g., water fights, shaving cream fights, etc. Such actions cause considerable damage and endanger the safety of students and essential safety equipment.
Dropping or throwing objects, solid or liquid, from windows of any University building is prohibited.
Students may not sit on window ledges or put anything on outside ledges.
Only human waste and toilet paper should be flushed down university toilets.
Floors are off limits to members of the opposite sex.
ESU is a smoke-free campus; smoking is prohibited even by parents / guardians.
Guests other than immediate family are not permitted in the residence hall, and immediate family members are not permitted beyond the residence hall lobby (except during move in and move out days).
Public displays of affection (PDA's) are not permitted.
The following are prohibited in and around residence halls:
Extension cords over six feet in length.
Candles, incense, or other open-flamed devices.
Amplified musical instruments.
Weight-lifting apparatus (barbells, etc.).
Protective devices (mace, pepper spray, etc.).
The appropriate personnel may confiscate any of these items.
Occupancy of a residence hall room does not mean "ownership." Students are not permitted to destroy or alter rooms in any way. Room occupants will be assessed for damage
such as defaced plaster or woodwork, broken windows, missing or broken furniture, lost door keys, or the destruction of property due to misuse on the part of the occupant. Any property damage to hallways, lounges, bathrooms, or other common areas will be charged to the residents of the living unit if the guilty party cannot be identified. In the case of intentional damage, a vandalism charge will be added to the total cost of repairs.
For the safety and wellbeing of our students, areas that are marked as DO NOT ENTER
should be avoided.
Right of Entry
ESU UB staff can conduct room searches.
There will always be sufficient cause for a search to take place. Unless there is an obvious emergency, staff will knock before entering students' rooms with a master key. Although ESU UB respects a student's right to privacy, the program also reserves the right to inspect individual rooms at any time, especially for maintenance, health and safety reasons.
East Stroudsburg University cannot interfere with sworn law enforcement officials when they
conduct room searches if such a search is legal under Commonwealth law and is within the authorized performance of the official's duties.
Roommate Rights
Each residence hall student has the right to expect the following from his/her roommate:
To read and study in one's room without unreasonable noise;
To sleep without undue disturbance;
To expect that a roommate will respect one's personal possessions;
To expect that a roommate will respect one's personal space;
To live in a clean environment;
To have free access to one's room without pressure from one's roommate;
To be free from intimidation and harm; and
To discuss grievances.
Sign in and Sign out
The sign in / sign out book is located at the front desk in the residence hall. When students leave the residence hall (for reasons other than scheduled activities), they are required to legibly sign out, specify a location to which they are headed, and enter an estimated time of return.
When signing out for free time, a student must sign out with another student. When students return, they must sign in. Students may not sign each other out.
If a student leaves campus with a parent / guardian prior to the checkout time (dr. appointment, etc.), an excuse form signed by the parent / guardian must be on record with the Resident Director at the beginning of the week.
When signing out for the weekend, only parents / guardians or those listed on the emergency contact form will be permitted to sign out a student. Other individuals will not be permitted to sign out a student unless the program receives written permission from the parent / guardian prior to weekend dismissal.
Stipends during the Summer Program
According to the Federal Regulations, Upward Bound may provide a stipend, not to
exceed $60 a month during the summer, for full time participants
ESU UB may prorate the amount of the stipend according to
the number of scheduled sessions in which the student participated;
the amount of work submitted, or not submitted, satisfactorily;
overall behavior as illustrated throughout this handbook; and submission of required paperwork.
Additionally, if a student signs up for a trip and does not show, the program may prorate
the student's stipend according to the cost of the trip (see "Trip / College Visits").
Ten Day Rule
During the summer program, new students will be monitored thoroughly for the first nine
days of the program in terms of behavior, attendance and academic performance. If a student successfully completes the nine-day probationary period, he/she will be awarded formal admission into the program on the 10th day. If the student does not, he / she will be asked to move out of the residence hall and will be removed from the program roster.
Summer Vacation Policy
Students are not permitted to miss more than two days during the summer program.
Therefore, if an ESU UB family is planning a vacation, they are strongly encouraged to do so after or before the program starts. Students who will be taking trips or on vacation during the six-week summer program will not be permitted to participate in the summer program.
Video Game Systems
Students are prohibited from bringing video game systems to the residence hall. The primary reason for this is that ESU UB will not assume responsibility if a system or game is broken or stolen. The secondary reason is we would prefer students spend their free time engaged in group activities made available to them in the residence hall with the residence staff and ESU UB students. Should a student bring a video game system to campus, it will be confiscated and given to a student's parents / guardians to be returned to the home.
Visitation
Wednesday night parent / guardian visitation begins at 7:30 PM and runs until 10 PM.
This is subject to change based on field trips, Juneteenth, and the July 4th holiday. Parents / guardians will be alerted to this on the summer calendar before the start of the summer programs.
Parents / guardians may visit with their child in the lobby of the residence hall or may sign their child out during that time. Please note: parents / guardians are not permitted to visit the students' rooms. The only time parents / guardians may be on a student floor is during move in or move out.
Should a student wish a non-immediate family member (friends, etc.) to visit, before that
visitation occurs, parents / guardians must give written consent to the program allowing the person to visit and allowing the student to sign out with this person. If this does not occur, the non-family member will be asked to leave and if necessary, campus police may intervene. Non-immediate family visitors are not permitted inside the residence hall.

While we know students may miss their pets, parents / guardians are not permitted to
bring family pets inside the residence hall.
SUMMER PROGRAM POLICIES / COMMUTER
STUDENTS
Monroe County students who are unable to reside on campus for the six-week summer
program may opt to commute to and from campus.
All academic policies which are in place for the summer and academic year remain
the same for commuter students.
Academic Policies
The following academic policies will be enforced during the Summer Program. Student
must:
Maintain a "C" average in all academic classes
Be punctual when attending all ESU UB events (classes, meals, activities, etc.)
Complete all homework in a timely fashion.
The following consequences will be enforced for violating the above.
Students who fail to maintain a "C" in academic classes may not be permitted to attend the end of the semi-formal and / or summer trip/s and may encumber a stipend reduction;
Students who fail to complete homework may encumber a stipend reduction and may put their fall participation in jeopardy;
Students who do not put forth genuine effort or show interest and enthusiasm in class may also be immediately dismissed from the program.
Cell phone usage
Commuter cell phones must be turned off or set to an inaudible signal during class, in the
cafeteria and during activities. Texting is not permitted. Faculty and staff may have students place their cell phones out of reach for the duration of the class or activity period and if cell phone use becomes a problem, the phone may be returned to the student's parents / guardians with a request that he / she refrains from bringing it entirely.

SUMMER PROGRAM POLICIES / VIRTUAL STUDENT
PROGRAMMING
Students who are unable to reside on campus or commute are invited to attend the program virtually. While activities and involvement is severely limited due to time and staffing constraints, virtual students will have the opportunity to:
Meet weekly with program administrative staff via Zoom.
Obtain supplemental instruction online.
Gain access to online SAT preparation materials.
Receiving online tutoring.
Attend live trips and special events should space become available.
Attend online events such as online museum tours, guest speakers, and game nights.
