Understanding Sport Development

  • Definition:

    • Policies, processes, and practices to provide sporting opportunities and positive experiences (Hylton, 2013)

    • Purposive interventions aimed at increasing participation and improving performance standards (Lyle, 2008)

  • Goals:

    • Manage structural and organizational changes to create pathways for individuals to achieve their potential in sport (Skills Active)

Key Concepts in Sport Policy, Strategy, and Intervention

  • Policy: Guiding principles aimed at influencing decisions/actions for desired outcomes (Bloyce & Smith, 2010)

  • Public Policy: Refers to government decisions impacting short-term outputs and long-term outcomes (Hogwood & Gunn, 1984)

  • Differences Between Terms:

    • Policy = What (set guidelines)

    • Strategy = How (plan of action)

    • Intervention = Doing (action taken)
