Detroit is the busiest international border crossing in terms of trade volume (imports & exports) in North America. The continued efficient operation of Detroit’s International Border Crossing Infrastructure is vitally important to the local, state (province) and national economies for both the U.S. and Canada. The following protocol clearly delineates a response to threats to the international border crossings based on a Unified Command involving local and federal officials from both sides of the border as well as infrastructure personnel. The response operating procedures shall be based on the level of the threat dependent on whether the threat is Credible &/or Specific or Non-Credible &/or Non-Specific. Detroit’s International Border Crossing Infrastructure includes the Ambassador Bridge, the Detroit/Windsor Tunnel, the Detroit/Windsor Truck Ferry (DWTF) and the Michigan Central Railway Tunnel. D E T R O I T P O L I C E D E PA R T M E N T M A N U A L 205.10 International Border Crossing Threat Response Protocol 2022 Page 2 of 3 205.10-3 NOTIFICATION AND RESPONSE Upon receipt of a threat to the Ambassador Bridge, the Detroit / Windsor Tunnel, the Railway Tunnel or the Ferry, DPD Communications will dispatch response units to identified Staging Areas where they will establish contact with infrastructure personnel and Canadian Border Patrol (CBP) authorities. Ambassador Bridge: Nexus parking Lot just n/of the Bridge Toll Booths on 21st Street Detroit/Windsor Tunnel: Intersection of Randolph & Jefferson Detroit/Windsor Truck Ferry: As advised by communications Michigan Central Railway Tunnel: As advised by communications Upon receipt of a threat to the Ambassador Bridge, the Detroit / Windsor Tunnel, the Railway Tunnel or the Ferry, Detroit Police Communications will make direct person to person contact with the Windsor Police Service Communications Center - (519) 258.6111. DPD Communications will make direct person to person contact with the Federal Protective Service (FPS) MegaCenter at (877) 437.7411 or (269) 565.0000. An International Border Crossings Critical Infrastructure (CI) notification group will be established on the Smart message Alert system. DPD Communications will activate this notification group only when threats against the four (4) identified border crossing critical infrastructures have been received. The International Border Crossings CI notification group shall be comprised of the following members: Commanding Officer of the Downtown Services Commanding Officer of the Organized Crimes Division Commanding Officers of the 1st, 3rd and 4th Precincts Line Supervisors from the 1st, 3rd and 4th Precincts as identified by their commands. Officer in Charge of the DPD Bomb Unit Officer in Charge of the DPD Harbormaster Unit Director of Detroit’s Office of Homeland Security & Emergency Management. Sworn & Non-Sworn members of HS/EM as identified by that command. Any other members as needed Communication will be set up with the Windsor Police Services (WPS) and the Canadian Border Services Agency (CBSA) at which time a Unified Command will be established.
