Recent Challenges to Organizations

Litigious environment demands qualified managers to balance business, legal, and ethical concerns

  • It is standard that HR practitioners have a background in psychology
  • We must understand that the conduct of work is litigious
  • There are many laws that encompass the work (e.g., labor laws)
  • Must try to protect the workers from employers and stand your ground
  • Must be in the know when it comes to legal matters

Due to intense competition, organizations have been downsized, delayered, and decentralized

  • External/environmental factors (e.g., economic recession, COVID-19 pandemic, changing preferences of customers)
  • Organizations must be agile enough to change
  • Downsizing: laying off employees
  • Delayering: removing layers of management in order to improve organizational efficiency
    • There is a tendency for organizations to become too hierarchical
    • Organizational communication usually suffers; responsiveness decreases
    • Also becomes more expensive for the company (higher salary with promotions)
  • Decentralization: empowerment of different branches and lower-level employees to make decisions
    • Ex.: Philippine government and local governments
    • An organization that is too centralized usually relies on higher ups to make decisions
    • Employees do not have much of say
    • Unresponsive to the specific needs of the clients Experience waves of organizational change programs
  • TQM, Performance Management, business process re-engineering, etc.
  • Ensures that organizations are not left behind in the competitive market Globalization of business
  • Adapting to cultures, systems and techniques different from local country
  • In psychology, we do not really look into where we get our raw materials
  • The sourcing of these raw materials are globalized
  • Ex.: Cellphone; it is distributed by one country but the individual parts are from different places in the world
  • Ex.: US is protective of Taiwan bc microchips are manufactured in Taiwan; gives power to the US to impose economic sanctions on China
  • People are the focus in HR
  • Diversity, while desired, can also be a nightmare
    • People coming from diverse backgrounds
      • Can they work well together?
    • Solution: DEI Programs to supply people skills

Human Resource Information Systems (HRIS)

  • Allow HRM professionals to better facilitate human resource plans, make decisions faster, clearly define jobs, evaluate performance, and provide cost effective benefits that employees want
  • Software solution
  • Important function in HR: Maintaining records of every employee
    • Each employee has a file containing all their employment information and documentation
    • If a company is too big, it can be meticulous to manually store these files
  • Helps easily update every time there is a new employee
  • It can be customized to the needs and the nature of the company Blurred boundaries between home and work
  • Mediated by technology
  • Organizations are asking employees to put in longer hours
  • Technology has made communication easier outside the workplace
  • During weekends or vacations, employees may still be contacted by their workplace
  • Countries such as Sweden have made laws allowing people the right to disconnect Work-life balance
  • Organizations that fail to help employees achieve work/life balance will find it increasingly hard to attract and retain the most capable and motivated employees
  • Employees’ life should not solely revolve around work
  • Reducing workaholism Work attitudes have shifted
  • Workers are more willing to leave jobs to gain time for leisure or family
  • Generational differences
    • Ex.: Baby boomers usually do not sacrifice work for leisure time
  • Can be used in recruitment
    • Ex.: Attracting younger generations
      • What is it that they value?
      • What rewards would be appealing for this age group? Emergence of strategic role of HR
  • Top HR executive at most companies today has the vice president position
    • Should be in group with the executive decision-makers
  • Other departments traditionally have low respect for HR
  • A strategic HR executive is one whose HR strategies are aligned with the business strategy
    • Ex.: As part of a long-term plan, there are plans to open new branches, diversify business portfolio

Outsourcing

  • Large organizations hire outside firms to handle payroll, insurance and benefits, and even recruitment and selection
  • Many organizations outsource certain functions of the business
    • Ex.: Lasalle: maintenance and security guards
  • Not direct hires; they are hired from an agency
  • Payroll may also be outsourced
    • Ex. Lasalle: used to have payroll officers that were direct hires, but instead, they have outsourced another company to compute the payroll
  • Practical reasons for outsourcing
    • Professional alignment
      • Cannot expect administrators to teach maintenance staff (for example) how to do their job, as it is out of their expertise
      • They get trained by their own company because it is their specialization
    • Costs
      • In terms of recruitment, it is sometimes seasonal
      • If the recruiter is a direct hire, the employer will have to pay all the necessary benefits for doing their job
      • But if recruiter is outsourced, they just need to pay the external recruiter

Employment under constant threat

  • Part-time work, contractualization, temps, and interns
  • Labor can feel dispensable at times
  • In the Philippines, there are still no regulatory laws on contractual workers
    • Some employers circumvent this legal loophole
    • They do not let contractual workers make it to 6 months
  • If the employee has reached 6 months, they must be regularized
    • Benefits and wages should be different (e.g., government-mandated benefits)
  • Gig economy
    • Some workers prefer this set-up
  • When employee is regularized and tenured, you cannot easily lay them off

HRM practices in an era of austerity

  • Austerity - cutting costs because companies are still trying to recover from external factors

Corporate Social Responsibility

  • CSR is the equitable treatment of all stakeholders (employees, suppliers, customers, owners, community) without sacrificing the needs of one group for the needs of another
  • Many companies do it just for show; not actually looking after their own employees first
    • Not hitting the triple bottom line of what CSR is supposed to be about
      • Financial success, concern for the environment, and concern for human rights
  • Open Systems perspective of organization
    • Organizations cannot exist in a vacuum
    • Must relate to the external environment through
      • Inputs: people, raw materials
        • Because you are taking from the environment, are you also making sure that your practices are more sustainable?
        • Is there something still left for the future generations? Or have we destroyed the environment?
      • Throughputs
      • Processes
      • Outputs: in terms of services and products
  • The government has identified certain causes and groups for partnerships with private organizations to serve as their CSR
    • For helping, the company may receive a 100% tax exemption

  • The people that an organization employs to carry out various jobs, tasks, and functions in exchange for wages, salaries, and other rewards
  • People are hired because they have certain competencies that a company needs
  • It is important to know that wage ≠ salary
    • Wage-earner: by the hour; no work, no pay
      • Ex.: Mcdonald’s crew
    • Salary-earner: fixed monthly pay
      • Ex.: government employees, office workers

Human Resource Management

  • The comprehensive set of managerial activities and tasks concerned with developing and maintaining a qualified workforce in ways that contribute to organizational effectiveness
  • Developing competencies of the hired employees
    • Ex.: fresh graduate hires → must undergo training
  • These managerial activities are NOT only done by the HR department
    • As long as you are performing a managerial capacity, you have HR functions, regardless of your department in the organization

Two Divisions in I/O Psychology

  • Industrial Psychology
    • Tends to make a management perspective of organizational efficiency through the appropriate use of human resources. It is concerned with issues or efficient job design, employee selection and training, and performance appraisal
    • “Practical” side of I/O

    • Developed from the human relations movement in organizations and focuses more on the individual employee (Ex: employee attitudes, employee behavior, job stress, and supervisory practices)

      • Whatever it is that the applicants lack, you can help improve with training

Placement

  • Fitting a person to the right job
  • Deciding where applicants can be appropriately placed
  • Includes introducing the applicant to their supervisor and the rest of the office

    • Job posting must be clear about the qualifications
  • Encourage unqualified applicants to select themselves out

  • Internal Recruitment
    • Transferring or promoting someone from within the organization
    • Advantages
      • Morale promotion
        • People who exert effort see that the company prioritizes the present employees
      • Better assessment of abilities
        • More familiar with the capabilities of present abilities
      • Lower cost for some jobs
        • No need to advertise the job posting
    • Disadvantages
      • Inbreeding
        • Lack of diversity and new perspectives which may cause problems for the organization
        • Cannot solve problems because they think too similarly

        • Will still need to invest in an MDP

Recruitment Methods

  • Newspaper Ads
    • Common method but considered the least effective
    • Instructions should be clear regarding how applicants should apply for the jobs
      • If they should walk-in and apply, send email, “one stop shop”
    • Applicants can respond in four ways:
      • Respond by calling: Applicants are instructed to send resume or call rather than to apply in person
      • Apply-in-person ads: Instruct applicants to apply in person rather than call or send resume
      • Send-resume ads: Applicants are instructed to send their resume to the company rather than call or apply in person
      • Blind box: Instruct applicants to their resume to a P.O. box at the newspaper; neither the name nor address of the company is provided
        • Usually for big companies that do not want too many applicants to apply
          • May be unqualified but only want to apply because of the big name of the company
  • Electronic Media
    • Different TV channels and radio stations can be used to reach different audiences
    • Advantage
      • Reaches different profiles of listeners
      • Whoever is the target of recruitment, the job posting should be advertised tailored to them
  • Situation-Wanted Ads
    • Placed by the applicant rather than the organization providing encouraging results for people looking for jobs
    • Applicant basically advertises themself
    • Advantageous to the organization as it does not cost them any money
  • Point-of-Purchase Methods
    • Job vacancy notices are posted in places where customers or current employees can see them (e.g., store windows, bulletin boards, restaurant placemats)
    • Targeted towards people who frequent the business
    • Advantage
      • Potential applicants know about the company to some degree since frequent customers are the target
  • Campus Recruitment
    • Companies are invited to set up a booth in campus and promote their organization
    • Campus recruiters
      • Organizations send recruiters to college campuses to interview students for available positions
    • Virtual job fairs
      • A job fair held on campus which students can “tour” the company online, ask questions for recruiters, and electronically send resumes
  • Outside Recruiters
    • Employment Agencies
      • Charges either the company or the applicant when they take the job (10-30% of the applicant’s first year salary)
      • Basically outsourcing
    • Executive Search Firms
      • Better known as “head hunters”
      • Also an employment agency but only for executive positions
      • Tend to represent higher paying jobs/non-entry level positions
      • Can be called “pirating”, as present employees are offered better pay and better benefits to work for another company
        • Some companies protect themselves from head hunters by asking their employees to sign a non-compete clause
          • Employees cannot resign and immediately work for a competitor
          • May expose trade secrets after they resign
      • Charge their fees to organizations rather than to applicants (30% of the applicants first year salary)
  • Public Employment Agencies
    • State and local employment agencies designed to primarily help the unemployed find work
      • Ex.: City hall
    • Have partnerships with companies
    • Free of charge since it is a government service
    • Usually fills blue collar and clerical positions
  • Employee Referrals
    • Current employees recommend family members and friends for specific job openings
    • Rated by many HR professionals as the most effective recruitment method
    • Employees recruit on behalf of the HR department
    • The idea is, if you are a present employee of the company, you need to be careful in referring someone, as it is your name on the line
    • There is a referral fee for successful hires
    • Disadvantage
      • Unintended Discrimination
  • Direct Mail
    • An employer obtains a mailing list and sends help-wanted letters or brochures to people through the mail
    • “Snail mail”
    • Adds a personal touch
    • Especially useful for people with specialized skills
  • Internet
    • Employer-Based Websites
      • On top of informing the public about their job opening, some big companies have facilities where you can create your resume with them
        • You may not get hired right away but can be considered for job openings in the future
      • An organization lists job openings and provides information about itself and the minimum requirements needed to apply
      • Applicants can upload their resume, answer questions designed to screen out unqualified applicants, take employment tests that are typically score instantly, and interviews are scheduled electronically
      • Major employer-search websites are now using the jobs domain to make the process easier
    • Internet Recruiter
      • Private company whose website lists job openings for hundreds of organizations and resumes for thousands of applicants
        • Ex.: Jobstreet
      • Matches the job vacancy qualifications and the individuals who created accounts
        • Selective matching: “what is their skill set?
        • More selective = higher pay
      • Advantages include the cost because it is 10x cheaper than advertising in major city newspapers
      • Can also reach more people
      • Blogging is also used to more informally discuss an organization’s career opportunities and corporate culture
  • Social Media
    • Increased use of social media outlets such as LinkedIn, Facebook, and Twitter
      • Ex.: HR groups on Facebook for job vacancies
    • Difference in audience
      • Facebook reaches friends and family
      • LinkedIn reaches professional connections
      • Twitter reaches people related by similar interests such as favorite celebrity, hobby, or occupation
  • Job Fairs
    • Designed to provide information in a personal fashion to as many applicants as possible
    • Organizations can have booths at the same location
    • Representatives hand out company literature and souvenirs
  • Incentives
    • Also known as sign-up bonus
      • Some companies give 100% of the sign-up bonus as soon as you sign up, while some split it 50/50
    • Offered for employees to accept jobs within an organization
    • Usually for jobs that have a hard time finding candidates
      • Ex.: Call center agencies
    • Can take the form of financial signing bonus, employee discounts on company products, mortgage assistance, etc.
  • Realistic Job Preview
    • Counters job recruiters that may deceive job applicants
    • Method of recruitment in which job applicants are told both the positive and negative aspects of a job
    • Goes against the “fly paper approach” → only highlights the positive aspects of a job; omits the stressful aspects
    • More effective if given in oral rather than written format, and should be given at the time of the job offer

  • Selection
    • The process of making a “hire” or “no hire” decision regarding each applicant
    • May have to reject a lot of applicants as part of the process
      • Construction of rejection letters

HR Employment Functions

  • Receiving applications
  • Interviewing applicants
    • Must have people skills in order to build rapport
  • Administering tests to applicants
    • It is an advantage to have passed the board exams in this scenario
      • More competencies in the HR career
    • May need a psychometrician license
  • Conducting background investigations
    • Can also be outsourced to another agency
    • Mostly for key positions holding significant responsibilities
  • Arranging physical examinations
    • Includes scheduling physical health exams
  • Placing and assigning new employees
  • Coordinating follow-up of new employees
  • Exit interviewing departing employees
    • Important for management committee meetings where management is updated on human resources
      • Must provide updates on turnover rates
    • Exit interview data gives the reason why employees want to leave the job
      • HR manager can help address these reasons with higher ups

    • In some companies, the recruiter has the final say on the selection of an applicant
      • NOTE: Hiring manager is NOT the HR manager but the manager of the position being hired for
    • Recruiter may make a short list of who is qualified then the hiring manager can have the final say
  • Pre-employment screening
    • The applicant should not be allowed to proceed to the succeeding steps only for recruiter to say that they aren’t qualified based on the job specifications
    • Applicant submits their resume during this stage
      • Must be compared to the qualifications of the job listing
      • If the applicant does not meet the criteria, do not let them proceed with the rest of the process
    • If at face value, the applicant can be considered, then that is the time that applicants can answer the application form
  • Application Form
    • Company property
    • Some applicants may not understand why the information in the resume will be written again in the applicant form
      • Different forms of resumes → may not guarantee that all the information needed in the application form is included in the resume
  • Conditional Job Offer
    • Opportunity to haggle for better benefits
    • Should be in written, clear terms; not just verbal
    • Some salaries are not negotiable
      • Ex.: Government employees
      • Salary standardization law

  • Horn Effect
    • If an employee’s rating in one dimension is low, it may lead the evaluator to also rate them low in other unrelated dimensions
  • Halo Effect
    • If an employee’s rating in one dimension is high, it may lead the evaluator to also rate them high in other unrelated dimensions
    • When the rater gives an individual the same rating across all dimensions despite differences in performance across all dimensions
    • Happens when an evaluator allows a single attribute or an overall impression of an individual to affect ratings on specific qualities
  • Peter Principle
    • is a concept in management developed by Laurence J. Peter. It observes that people in a hierarchy tend to rise to “a level of respective incompetence.” Here’s how it works: Employees are promoted based on their success in previous roles until they reach a level where they are no longer competent. Skills in one job don’t necessarily translate to another. If a person is competent in their new role, they’ll be promoted again until they eventually reach a level where they’re incompetent. This leads to the inevitable outcome: "In a hierarchy, every employee tends to rise to their level of incompetence." So, in essence, the Peter Principle suggests that individuals keep getting promoted until they’re no longer effective in their positions.
  • Similar-to-Me Error
    • If the employee has more similarities to the evaluator, they are also more likely to receive better ratings
  • Primacy Effect
    • Rating is based on first impressions or performance in the first quarter
    • Does not account for dynamic criteria
  • Recency Effect
    • Bases rating on the employee’s most recent work performance
  • Fundamental Attribution Error
    • The tendency to blame dispositional factors for negative attributes of the employee
    • No effort to understand situational factors
    • Ex.: Employee is always late → “they’re just lazy”
  • Self-Serving Bias
    • Evaluator attributes only the successes of the employee to themselves
  • Self-Fulfilling Prophecy
    • Expectations of the evaluator end up becoming a “self-fulfilling prophecy”
    • Such expectations affect how the evaluator treats the employee, which contributes to the self-fulfilling prophecy
    • Ex.: Employer thinks that an employee will not last long in the workplace, which results in them not prioritizing the employee (no one-on-one training, no positive feedback), thus resulting in the employee not lasting long in the company
  • Distributional Errors
    • Evaluator tends to rate everyone on the same rating scale regardless of their performance
      • Leniency Errors: Evaluator rates everyone on the favorable end of the scale, not reflective of how employees are actually performing
        • Does not differentiate between the good performers from those who are not
          • May cause the good performers to become demotivated
        • Does not help identify areas for improvement
          • No developmental interventions are created and implemented

      • Severity Errors: Evaluator rates everyone on the unfavorable end of the scale; strictness error

      • “One pager” given at the end of the training

          • Some companies may try to make it seem like their employee was removed for a just cause, when in reality, they do not want to pay separation pay
        • According to article 282, an employee terminated for just cause (disobedience, gross and habitual neglect of duty, fraud or willful breach of trust, commission of a crime against the employer or his family) is generally not entitled to separation pay
          • It is justified why these employees were terminated from the job
        • Separation pay may be computed based on the terms provided in the employment contract, company policy, or collective bargaining agreement
          • Company practice may likewise be used as basis for computation, if such practice has been established for years and has already ripened into a demandable right
          • In the absence of contract or agreement, or when the existing agreement or policy provides for a lower benefit, separation pay shall be computed based on the provision of the Labor Code
      • The amount of separation pay depends on the cause of termination
        • If the termination is due to the installation of labor-saving devices or redundancy (e.g., replacing employees with machines that perform the same function as the incumbents), the separation pay is one-month’s pay for every year of service or one month pay, whichever is higher
        • If the termination is due to retrenchment (e.g., removing people to avoid the business from closing) to prevent losses, or closure or cessation of operation of the establishment not due to serious business losses, or due to disease, the separation pay is one-half month’s pay for every year of service or one-month pay, whichever is higher
        • There is no requirement for separation pay if the closure of the business is due to serious business losses
    • Retirement Pay
      • All employees from the private-sector may retire from age 60 up to age 65, at which retirement becomes compulsory
      • Retirement pay is entitled to those who have served the establishment for at least 5 years
      • Retirement pay must at least be equivalent to half of a month’s salary for each year of service and a fraction of at least 6 months is therefore considered as one whole year
        • Ex.: If an employee worked for 20 years, they would receive retirement pay equivalent to 10 months' salary for each year of service
        • Additionally, if an employee worked for 5 years and 7 months, they would be considered to have worked for 6 years for the purpose of calculating retirement pay, as the policy treats fractions of 6 months or more as a full year

    • De Minimis Benefits
      • To reward employee performance and to set incentives that are exempt of taxes under certain conditions
      • Following the tax code, benefits received are excluded from the computation of gross income as long as it remains below P30,000

Litigious environment demands qualified managers to balance business, legal, and ethical concerns

  • It is standard that HR practitioners have a background in psychology
  • We must understand that the conduct of work is litigious
  • There are many laws that encompass the work (e.g., labor laws)
  • Must try to protect the workers from employers and stand your ground

Due to intense competition, organizations have been downsized, delayered, and decentralized

  • Not direct hires; they are hired from an agency
  • Payroll may also be outsourced
    • Ex. Lasalle: used to have payroll officers that were direct hires, but instead, they have outsourced another company to compute the payroll
  • Practical reasons for outsourcing
    • Professional alignment
      • Cannot expect administrators to teach maintenance staff (for example) how to do their job, as it is out of their expertise
      • They get trained by their own company because it is their specialization
    • Costs
      • In terms of recruitment, it is sometimes seasonal
      • If the recruiter is a direct hire, the employer will have to pay all the necessary benefits for doing their job
      • But if recruiter is outsourced, they just need to pay the external recruiter

Employment under constant threat

  • Part-time work, contractualization, temps, and interns
  • Labor can feel dispensable at times
  • In the Philippines, there are still no regulatory laws on contractual workers
    • Some employers circumvent this legal loophole
    • They do not let contractual workers make it to 6 months

Rater Bias and Errors

  • Horn Effect
    • If an employee’s rating in one dimension is low, it may lead the evaluator to also rate them low in other unrelated dimensions
  • Halo Effect
    • If an employee’s rating in one dimension is high, it may lead the evaluator to also rate them high in other unrelated dimensions
    • When the rater gives an individual the same rating across all dimensions despite differences in performance across all dimensions

  • Peter Principle
    • is a concept in management developed by Laurence J. Peter. It observes that people in a hierarchy tend to rise to “a level of respective incompetence.” Here’s how it works: Employees are promoted based on their success in previous roles until they reach a level where they are no longer competent. Skills in one job don’t necessarily translate to another. If a person is competent in their new role, they’ll be promoted again until they eventually reach a level where they’re incompetent. This leads to the inevitable outcome: "In a hierarchy, every employee tends to rise to their level of incompetence." So, in essence, the Peter Principle suggests that individuals keep getting promoted until they’re no longer effective in their positions.

    • If the employee has more similarities to the evaluator, they are also more likely to receive better ratings
  • Primacy Effect
    • Rating is based on first impressions or performance in the first quarter

  • Fundamental Attribution Error
    • The tendency to blame dispositional factors for negative attributes of the employee

  • Self-Serving Bias
    • Evaluator attributes only the successes of the employee to themselves
  • Self-Fulfilling Prophecy
    • Expectations of the evaluator end up becoming a “self-fulfilling prophecy”
    • Such expectations affect how the evaluator treats the employee, which contributes to the self-fulfilling prophecy
    • Ex.: Employer thinks that an employee will not last long in the workplace, which results in them not prioritizing the employee (no one-on-one training, no positive feedback), thus resulting in the employee not lasting long in the company

  • Kirkpatrick’s 4 Levels of Training Evaluation
    • Level 1: Reactions Criteria
      • Measures the impressions of trainees, including their assessments of the program’s value, the amount of learning they received, and their enjoyment of the program (evaluation rating surveys given to trainees immediately after sessions or workshops)
      • Asks if trainees liked the training, the facilitator, the food, accommodations, etc.
      • “One pager” given at the end of the training
      • Criticisms: Too subjective, may become a popularity contest
        • Despite its criticisms, there are still valuable insights to be gained from Level 1
        • Helps improve the next run of the training program
        • Ex.: Trainees may feel dissatisfied with instructional methods (lack of handouts); can be adjusted in the next training session

Improving Reward Effectiveness

Equity and Its Impact on Pay Rates

  • The Equity Theory of Motivation
    • We look at job inputs and what we get in return
      • Includes our efforts, education, credibility, etc.
      • We tend to have a comparison other
    • It is possible for an employee who is receiving high salary to still be unhappy, compared to an employee who is not receiving as much, depending on the rational calculation of input-output ratio in relation to their comparison other
      • Ex. Manager with 60k salary may still have grievances against employees with lower salary
        • If manager with same position has salary of 70k, employee may start to question themselves and why they aren’t receiving the same amount
    • Employees are strongly motivated to maintain a balance between what they perceive as their contributions and their rewards
    • States that if a person perceives an inequity, the person will be motivated to reduce or eliminate the tension and perceived inequity
  • Four Forms of Equity
    • External Equity
      • How a job’s pay rate in one company compares to the jobs pay rate in other companies
      • Ex.: Mercury Drug vs. Watsons; Jollibee vs. McDonald’s
    • Internal Equity
      • How fair the jobs pay rate is when compared to other jobs within the same company
      • Ex.: Accountant vs. engineer in the same compan
    • Individual Equity
      • The fairness of an individual’s pay as compared with what his or her co-workers are earning for the same or very similar jobs within the company, based on everyone's performance
      • Ex.: Both employees are supervisors but they have different salaries
    • Procedural Equity
      • The perceived fairness of the processes and procedures used to make decisions regarding the allocation of pay
      • Ex.: If an employee is expecting a salary increase and they were not given what they expected, are they given a chance to appeal this decision to the company? Are the decision-makers objective or are they biased?

Establishing Pay Rates

  • Step 1: Salary survey
    • Aims to identify competitors to compare the wage rates
    • Does not need to establish what exactly is being paid for each position
      • Companies may not be willing to share such information
      • Benchmark job can be identified
        • A job that is used to anchor the employer’s pay scale and around which other jobs are arranged in order of relative worth
          • Aimed at determining prevailing wage rates
          • A good salary survey provides specific wage rates for specific jobs
          • Formal written questionnaire surveys are the most comprehensive, but telephone surveys and newspaper ads are also sources of information
  • Step 2: Job evaluation
    • Why is the salary of one position more expensive than the other?
    • Establishes compensable factors for every position
      • Compensable Factor: a fundamental, compensable element of a job, such as skills, effort, responsibility, and working conditions
        • Does the position require a higher educational requirement?
        • Does it need a wider skill set?
        • Does it have more responsibilities?
        • More compensable factors = more pay
    • A systematic comparison done in order to determine the worth of one job relative to another

Comparable Worth

  • Involves the issue of closing the gender pay gap
    • The jobs do not need to be the same, but if they are comparable, their pay should be the same

  • Seeks to address the issue that women have jobs that are dissimilar to those of men and those jobs often consistently valued less than men’s jobs

Payroll Salary Compensation and Benefits in the Philippines

  • The Labor Code of the Philippines, otherwise known as Presidential Decree No. 442, governs all employee-employer relations, their rights and obligations.
  • Wage and wage-related benefits
    • Minimum Wage
      • All regions in the Philippines have varying minimum wages
        • Different costs of living in each region
        • Metro Manila has higher cost of living compared to Bicol region (for example)
        • Regional Wage Boards - decides on the minimum wage per region, and is comprised of representatives from the business sector and the labor sector
      • The Wage Rationalization Act, Republic Act No. 6727, sets the minimum wage rates applicable per region, province and industry sector
      • Minimum wage may vary depending on the number of employees and gross-sales of an enterprise and its industry sector
      • Minimum daily wage in NCR is: Non-agricultural (Php 610.00)
        • This is divided into 8 hours (Php 76 per hour)
        • Lunch break is unpaid
      • Agricultural, retail/service, and manufacturing (Php 573.00)
  • Outside of Metro Manila, the minimum daily wage varies depending on the region
    • Overtime
      • Goes beyond the standard 8 hours of work
      • The minimum wage is based on a work week of 40 hours or 8 hours per day
      • The daily 60-minute mandatory lunch break is not included in the 8-hour workday and is not compensated
      • Overtime pay rates vary depending on when the overtime work takes place: regular workday, holiday, rest day, or night (between the hours of 10pm to 6am)
      • Overtime Rates
        • Regular workday: plus 25% of the hourly pay rate
        • Rest day, regular/special holiday: plus 30% of the hourly rate on said day
    • Premium Pay
      • Refers to the additional compensation required by law to be paid to employees for work performed on non-working days, such as rest days and special days

        • Rest day or special holiday - additional 30% of his daily basic rate
        • Rest day which is also a special holiday - additional 50% of his daily basic rate
        • Regular holiday which is also an employee’s rest day - additional 30% of the regular holiday rate of 200% *only applicable to employees covered by the holiday-pay rule

        • The “no work, no pay” principle applies during special non-working days and such other special days as may be proclaimed by the President of the Philippines
          • Workers who are not required or permitted to work on these days are, therefore, not entitled to any compensation

          • For work performed, an employee in the Philippines is entitled only to his basic rate
          • No premium pay is required since work performed on said days is considered work on ordinary working days

    • Service Incentive Leave
      • Every employee who has rendered at least one (1) year of service (whether service is continuous or broken) is entitled to a Service Incentive Leave (SIL) of five (5) days with pay
      • SIL may be used for sick and vacation leave purposes
      • The unused SIL at the end of the year can be converted into cash using the salary rate at the date of conversion
      • It is the employer’s prerogative to grant additional vacation leave
  • Parental Leaves

      • The Labor Code of the Philippines covers three different types of parental leaves: maternity leave, paternity leave and solo parent leave
      • The gynecological leave and leave for women and their children who are victims of violence are the other leaves considered under the labor code

      • Gynecological Leave
        • A woman employee shall be entitled to a special leave benefit of two (2) months with full pay based on her gross monthly compensation following surgery caused by gynecological disorders
        • Must present medical certificate from physician
      • Victims of Violence Leave
        • Must present formal complaint raised to the barangay in order to avail of this leave
    • 13th Month Pay
      • Each year, a 13th month pay is required to be given to all rank-and-file employees
        • Managerial employees are exempted from this

        • One who is vested with powers of prerogatives to lay down and execute management policies and/or to hire, transfer, suspend, lay off, recall, discharge, assign, or discipline employees, or to effectively recommend such managerial actions

        • All employees not falling within the previously stated definition are considered rank-and-file employees
        • They do not have the power to make decisions affecting others
    • Formula for 13th Month Pay
      • Annual salary divided by 12 months

      • For employees who have worked for less than a year or less than 12 months

      • Following the Labor Code of the Philippines, articles 283 and 284 state that an emplyee can claim separation pay if his contract is ended under authorized causes
        • Reasons for termination are not the employee’s fault or doing
          • Some companies may try to make it seem like their employee was removed for a just cause, when in reality, they do not want to pay separation pay
        • According to article 282, an employee terminated for just cause (disobedience, gross and habitual neglect of duty, fraud or willful breach of trust, commission of a crime against the employer or his family) is generally not entitled to separation pay
          • It is justified why these employees were terminated from the job
        • Separation pay may be computed based on the terms provided in the employment contract, company policy, or collective bargaining agreement
          • Company practice may likewise be used as basis for computation, if such practice has been established for years and has already ripened into a demandable right
          • In the absence of contract or agreement, or when the existing agreement or policy provides for a lower benefit, separation pay shall be computed based on the provision of the Labor Code
      • The amount of separation pay depends on the cause of termination
        • If the termination is due to the installation of labor-saving devices or redundancy (e.g., replacing employees with machines that perform the same function as the incumbents), the separation pay is one-month’s pay for every year of service or one month pay, whichever is higher
        • If the termination is due to retrenchment (e.g., removing people to avoid the business from closing) to prevent losses, or closure or cessation of operation of the establishment not due to serious business losses, or due to disease, the separation pay is one-half month’s pay for every year of service or one-month pay, whichever is higher
        • There is no requirement for separation pay if the closure of the business is due to serious business losses
    • Retirement Pay
      • All employees from the private-sector may retire from age 60 up to age 65, at which retirement becomes compulsory
      • Retirement pay is entitled to those who have served the establishment for at least 5 years
      • Retirement pay must at least be equivalent to half of a month’s salary for each year of service and a fraction of at least 6 months is therefore considered as one whole year
        • Ex.: If an employee worked for 20 years, they would receive retirement pay equivalent to 10 months' salary for each year of service
        • Additionally, if an employee worked for 5 years and 7 months, they would be considered to have worked for 6 years for the purpose of calculating retirement pay, as the policy treats fractions of 6 months or more as a full year
      • Minimum Retirement pay = Latest daily pay rate x 22.5 days per month x number of years of service
    • De Minimis Benefits
      • To reward employee performance and to set incentives that are exempt of taxes under certain conditions
      • Following the tax code, benefits received are excluded from the computation of gross income as long as it remains below P30,000
        • Non-taxable but should not exceed Php 30,000
      • “Gross benefits” include: the 13th month pay, Christmas bonuses, productivity and incentive bonuses, and other benefits of the same nature in cash or in kind
      • De Minimis Benefits have the purpose to promote the well-being and efficiency of employees and are limited to facilities or privileges of relatively small size
      • De Minimis Benefits include

        • Employee achievement awards (loyalty reward, safety reward) in forms other than cash or gift certificates, and in a maximum value of P10,000 per year in accordance to an established plan which does not discriminate to favor highly paid employees.
        • Gifts given for Christmas, special festivities or special circumstances (marriage, illness…)
          • Cannot be over P5,000 per employee per year
        • Daily meal allowances during overtime work must not exceed 25% of the basic minimum wage
    • Social Security System (SSS)
      • Source of retirement money; a way for someone who has retired to earn income
      • By law, private sector employees must be covered under the Social Security System (SSS)
      • Based on each employee’s gross monthly pay, both the employer and employee remit monthly contributions to the SSS
      • In turn, the SSS benefits cover maternity, retirement, sickness, disability, death and pension benefits
        • Even if you give to the SSS at least once, you still get benefits
      • Employer share: 9.5%
      • Employee share: 4.5%
      • Under R.A.No. 10361 or the Batas Kasambahay, the employer pays the entire contribution if the kasambahay earns less than Php 5,000 per month
    • Philhealth
      • For all employees covered by the SSS, medical coverage is mandatory and automatic
      • Both the employer and employee contribute equal monthly amounts to the PhilHealth Insurance Corporation
      • PhilHealth has announced that premium contributions would increase from 4% to 5% in 2024
    • Home Development Mutual Fund (HDMF)
    • Housing financing or loans
      • If a person starts paying for their HDMF early on, then property may be easier to purchase
    • The Home Development Mutual Fund (HDMF), more popularly known as the Pag-IBIG Fund, is mandatory to all employees who are compulsorily covered by the Government Service Insurance System (GSIS, for Filipino Government employees) or the SSS
    • Through Republic Act No. 9679, the HDMF answers two important needs for Filipino workers by establishing a national savings program and an affordable house financing system
