System of govt. where people are sovereign.

1. Direct (pure) Democracy → people directly vote on/choose

   • Types of Direct democracy in states:

     • Both initiative and referendum have citizens go to an election and answer a ballot

     • Initiative - people put it on the ballot

     • referendum - elected representatives refer the issue to the people

     • recall - public votes directly on recalling an elected official to leave office before term ends

2. Indirect (representative) Democracy → republic, chosen representatives

   • Theories of Representation

     • Delegate theory - they do what people ask them to do

     • Trustee theory - people voted for them, so people trust them to decide for them

     • Politico theory - say they are one thing but are the other, depending on what is the most politically adventitious, the rep will say they do what the people ask but then do what they think is most right and vise versa
