5.1 Implementation of HSSE Training

Purpose: To outline a comprehensive process for meeting minimum requirements and ensuring accountability regarding Health, Safety, Security, and Environmental (HSSE) performance across all projects. Effective HSSE training promotes a safe working environment and minimizes risks associated with health and safety hazards.

Importance: Implementing HSSE training is crucial to ensure all personnel, especially those working in high-risk environments, are appropriately trained. It helps organizations safeguard the well-being of their employees and the surrounding environment, while also ensuring compliance with relevant regulations and industry standards.

Focus: The training focuses on establishing clear expectations for HSSE standards within Project Management Teams (PMT) and contractors, fostering a culture of safety, environmental stewardship, and security awareness.

6. Processes and Guidance

6.1 Types of Training

6.1.1 Internal Training

Conducted by internal Subject Matter Experts (SMEs) or through a centralized online training platform. This training includes various HSE induction programs designed to familiarize employees with safety protocols and emergency procedures relevant to their roles.

6.1.2 External Training

Delivered by external equipment vendors and accredited third-party providers, ensuring that personnel receive specialized training on safety equipment and practices that are universally recognized and comply with industry standards.

6.1.3 Trade Specific Training

Developed to cater specifically to job roles that present unique risks (e.g., crane operators, welders). This training can be mandatory depending on the job’s scope and the associated hazards involved.

6.2 Responsibilities

6.2.1 Project Manager/Responsible Person
  • Implement the Company's HSSE training requirements effectively throughout the project lifecycle.

  • Identify project-specific HSE training needs based on risk assessments.

  • Ensure all employees possess the necessary competency and certification, keeping their qualifications up-to-date.

  • Develop and refresh HSSE Induction courses pertinent to the work environment of all personnel involved in the project.

  • Allocate appropriate budgets and time for completion of essential training courses, accounting for all personnel.

6.2.2 Contractor Group
  • Ensure that all contractors comply with established HSSE training and competency standards throughout the duration of their contracts.

  • Proactively identify and create training programs tailored to the specific needs of the contractor team.

  • Conduct training sessions and maintain thorough records of participation and outcomes.

6.2.3 HSSE Personnel
  • Execute HSSE training sessions where they have the requisite competency to do so.

  • Maintain and regularly update training materials, ensuring they align with current laws and best practices.

  • Report on training status and progress to relevant stakeholders as required.

6.3 Training Needs Analysis / Identification of Training Requirements

6.3.1 Training Needs Analysis (TNA)
  • Purpose: Conduct a comprehensive assessment to identify individual training needs based on job requirements and specific risks.

  • Components:

    • Develop understanding of required knowledge and skills for various work activities.

    • Evaluate current skill levels of individual personnel.

    • Identify specific training gaps where enhancement is needed.

    • Regular Review: Continuously align training needs with project demands, internal standards, and emerging best practices.

6.3.2 TNA Considerations
  • Include necessary internal and mandatory training, ensuring compliance with external statutory training requirements (e.g., legal obligations, industry certifications).

6.3.3 Training Needs Matrix
  • Utilize the TNA Matrix Template to systematically formulate project training needs, ensuring comprehensive coverage of all necessary competencies.

6.3.4 Contractor Requirements
  • Ensure all contractors submit their respective TNA Matrices as part of their overarching HSSE Management Plan, providing necessary details about their training strategies.

6.3.5 Ongoing Training Needs
  • Identify and create “just-in-time” learning opportunities to address emergent training needs as they arise in the project environment.
