Definition and Interdependent Nature of Resources
Everything available in the environment that can be used to satisfy human needs is termed a 'Resource,' provided it meets three specific criteria: it must be technologically accessible, economically feasible, and culturally acceptable. The process of transforming environmental materials into resources involves an interdependent relationship between nature (the physical environment), technology, and institutions. Human beings are essential components of resources; they interact with nature through technology and create institutions to accelerate economic development. Resources are not free gifts of nature but are a function of human activities, where humans transform available materials into usable resources.
Classification and Categories of Resources
Resources are classified based on four primary criteria: origin, exhaustibility, ownership, and status of development. On the basis of origin, resources are categorized as Biotic (obtained from the biosphere and possessing life, such as humans, flora, fauna, fisheries, and livestock) or Abiotic (composed of non-living things, such as rocks and metals). On the basis of exhaustibility, they are divided into Renewable (replenishable by physical, chemical, or mechanical processes, like solar and wind energy, water, forests, and wildlife) and Non-Renewable (occurring over long geological times, taking millions of years to form, such as fossil fuels and metals). Some non-renewable resources like metals are recyclable, while fossil fuels are not.
Ownership categories include Individual resources (privately owned, like houses, plots, plantations, or wells), Community owned resources (accessible to all members of a community, such as public parks, grazing grounds, or burial grounds), National resources (all resources within political boundaries and oceanic areas up to or from the coast, known as territorial water), and International resources (regulated by international institutions, specifically oceanic resources beyond of the Exclusive Economic Zone).
Status of Resource Development
Resources are further categorized by their development status. Potential Resources are found in a region but not utilized yet, such as wind and solar energy potential in Rajasthan and Gujarat. Developed Resources are those surveyed with determined quality and quantity for utilization, dependent on technology and feasibility. Stock refers to materials with potential to satisfy needs that cannot be accessed due to lack of technology, such as the hydrogen and oxygen components of water () which could be a rich energy source if the technical 'know-how' existed. Reserves are a subset of stock that can be utilized with existing technology but whose use has not yet started or is limited, such as water in dams or forests intended for future requirements.
Challenges and Sustainable Development Initiatives
Indiscriminate use of resources has led to depletion for the greed of individuals, accumulation of wealth in few hands (creating 'haves' and 'have-nots'), and global ecological crises like global warming and ozone layer depletion. Sustainable development is defined as development that takes place without damaging the environment and ensures current development does not compromise the needs of future generations. The Rio de Janeiro Earth Summit in June 1992, attended by over heads of state, addressed global environmental protection and socio-economic development. This led to the signing of the Declaration on Global Climatic Change and Biological Diversity, and the adoption of Agenda 21.
Agenda 21 is a declaration signed at the United Nations Conference on Environment and Development (UNCED) aimed at achieving global sustainable development. It focuses on combating environmental damage, poverty, and disease through global cooperation and shared responsibilities. A major objective is that every local government should draft its own local Agenda 21.
Resource Planning and Conservation Strategies
Resource planning is essential for a country like India due to its vast diversity. For example, Jharkhand, Chhattisgarh, and Madhya Pradesh are rich in coal and minerals; Arunachal Pradesh has abundant water but lacks infrastructure; Rajasthan has solar and wind energy but lacks water; and Ladakh has a rich heritage but lacks water and infrastructure. Resource planning in India involves three steps: (i) identification and inventory through surveying and mapping, (ii) evolving a planning structure with appropriate technology and skills, and (iii) matching resource plans with national development goals.
Historically, rich resources in colonies attracted foreign invaders who used superior technology to exploit them. Conservation of resources is vital to prevent socio-economic and environmental problems. Mahatma Gandhi emphasized that "There is enough for everybody's need and not for any body's greed," identifying modern technology and individual greed as roots of depletion. International advocacy for conservation includes the Club of Rome (), Schumacher’s "Small is Beautiful" (), the Brundtland Commission Report () introducing 'Sustainable Development', and the Rio Earth Summit ().
Land Resources and Utilization in India
Land is a finite asset supporting vegetation, wildlife, human life, and economic activities. India's land features include: Plains (, used for agriculture and industry), Mountains (, ensuring perennial river flow and tourism), and Plateaus (, containing minerals, fossil fuels, and forests). Land utilization categories include forests, land not available for cultivation (barren or non-agricultural uses), other uncultivated land (pastures, groves, culturable waste), fallow lands (current or older), and net sown area.

Arid Soils are sandy and saline, with lower horizons occupied by Kankar (calcium) which restricts water infiltration. Forest Soils are loamy in valleys and coarse in upper slopes, often acidic with low humus in snow-covered Himalayan areas.
Soil Erosion and Conservation Techniques
Soil erosion results from human activities (deforestation, over-grazing, mining) and natural forces (wind, water, glaciers). Types include Gully erosion (running water cutting deep channels, creating 'bad land' or ravines in the Chambal basin), Sheet erosion (topsoil washed away by water flowing as a sheet), and Wind erosion. Conservation methods include: Contour ploughing (ploughing along contour lines to decelerate water flow), Terrace cultivation (common in Western and Central Himalayas), Strip cropping (strips of grass between crops to break wind force), and Shelter belts (rows of trees to stabilize sand dunes and deserts, particularly in Western India).
