AGENDA 1 : UCAPAN PENGERUSI
Significance of HEM Management:
Pengurusan Hal Ehwal Murid (HEM) is the fundamental basis for ensuring smooth school management.
It supports academic aspects and shapes students' personality, discipline, and well-being.
Effective HEM management leads to the creation of high-achieving students, morally upright and balanced individuals.
Achievement Goals
Excellent performance in HEM management is crucial for developing an effective school environment.
Quality HEM management allows schools to implement their vision and mission effectively, contributing to the continuous excellence of the school.
Online Systems and Data Submission
All online data submissions must meet deadlines set by PPD, JPN, and KPM.
Discipline - IDME:
All cases of both good behavior and serious issues must be accurately recorded promptly in the IDME - Pengurusan Sahsiah.
Data Updates in IDME:
Updates must be conducted quickly to ensure information is current and aligned with higher authority requirements.
Continuous monitoring and compliance with the system are critical for maintaining integrity and smooth management in schools.
KWAPM Assistance (Kumpulan Wang Amanah Pelajar Miskin)
Assistance of RM100 is available for students under certain conditions:
Based on PGK2022, household income must not exceed RM1,198 monthly.
Per capita income must not exceed RM322.
Emergency assistance also available throughout the year.
Emergency Cases for KWAPM
Eligibility Criteria:
All students from Year 1 to Form 5 in government and government-aided schools whose household income is below the National PGK 2016 during the incident.
Assistance Amount:
Both primary and secondary school applicants shall receive assistance of RM300 each.
Application Period:
Applications must be made within three months following a disaster.
Dengue-Free Program Reporting
Weekly reporting on the Dengue-Free Program is necessary, with cumulative reports submitted once a month.
Additional reports will be prepared as needed.

A. DASAR PENGURUSAN MURID
Buku Kawalan Kelas:
All class teachers must ensure the daily filling of the Class Control Book (BKK).
They should record attendance, cleanliness, and the overall cheerfulness of the classroom during teaching and learning sessions.
Important for maintaining discipline and a conducive learning environment.
Non-National Students (MBWN):
Non-National students must pay the Foreign Student fee annually to the Department of Education Accounts Unit before being registered as school students.
After payment, a valid receipt must be sent to the District Education Office (PPD) for records and confirmation.
Management of New Students
New Students Management:
New students must go through a registration process supervised by the Assistant Principal of HEM (PK HEM).
Class teachers must confirm students' citizenship status through identification documents (e.g., MyKad, MyKid).
If a student is classified as a Non-National, the class teacher must inform PK HEM for further action.
Form SMM (Student Registration Forms):
Teachers must ensure that the SMM form is filled out completely by parents/guardians without delay.
IDME Updates:
The IDME coordinator must add the new student to IDME and check if they qualify for assistance such as RMT (Rancangan Makanan Tambahan) and PSS (Program Susu Sekolah).
Identifying Students with Special Needs:
Class teachers must identify students with special needs or who require assistance (e.g., orphans, impoverished students, persons with disabilities) and inform PK HEM.
Management of Student Departures or Transfers
Returning Books for Transfers:
For international/private transfers, all borrowed textbooks must be returned to the SPBT teacher.
For transfers within states/districts, teachers must record the titles of textbooks students will take to their new schools and submit this list to the SPBT teacher for proper records.
Student Files:
All student-related files must be handed over to the transferring students for their new schools.
Handovers should be documented in writing, requiring students to sign as receipt.
B. DASAR PENGURUSAN DISIPLIN
Attendance Management:
Students are considered truant if they are absent without a parent’s note or a doctor's note the following day.
Documentation for truancy includes a warning letter process based on attendance patterns with specified intervals for warnings.
Disciplinary Actions:
Teachers must document disciplinary actions in the school’s records and communicate any serious issues to the Principal or PK HEM.
Positive punishment involves providing opportunities for growth rather than solely punitive measures, such as community service or written apologies.
Teacher's Role in Discipline:
All teachers act as discipline enforcers, ensuring rules are adhered to consistently.
Severe disciplinary actions must align with KPM standards to prevent feelings of victimization among students.
Emergency Procedures:
Surprise inspections can be initiated to ensure compliance with school regulations.
Confiscated prohibited items should be stored securely, and valuable items are to be returned only through parental contact.
C. DASAR KEBAJIKAN MURID
Bantuan Kewangan:
Using IDME to track student supportment needs to ensure the well-being of all students through relevant financial aid management.
Textbook Management:
Teachers manage the distribution and return of textbooks each year, ensuring all procedures are adequately followed.
D. DASAR KEBERSIHAN DAN KESIHATAN
Dental Health Cards:
Each student receives a dental health card yearly for parent/guardian permission for dental inspections.
Illness Management:
Class teachers must address student health issues promptly, enabling communication with parents/guardians if needed.
E. DASAR KESELAMATAN SEKOLAH
Fire Safety Drills:
Schools must implement a fire safety drill bi-annually and ensure proper emergency equipment is available and functional.
Visitor Protocol:
School gates should be monitored, visitors must record their entries, and obtain visitor passes before entering the school premises.
