henry liked wolsey as he was ambitious

1514- wolsey appointed archbishop of york

1515- appointed lord chancellor

  • court of requests- no legal fees were required to go to court

  • star chamber- reformed justice system, brought in the concept of fairness in court and reduced corruption and also reduced power of church courts. However this was not supported by many nobles as they did not like their diminishing legal power or the growing rights of common people

  • law against enclosure- took 260 cases to court of landlords illegally fencing off common land for their sheep in the 1500s, again not popular with nobility as there was increasing rights for the poor

  • amicable grant- 1525, demanded a percentage of the money made in the country, forced loan, wolsey said it was a gift to the crown however many people refused to pay and a rebellion broke out in suffolk. this forced wolsey to abandon the grant by the end of 1525.

  • eltham ordinances - cut the number of people in the privy council from 12 down to 6 to reduce the financial burden on the monarchy and boost the country’s finances.
