EXECUTIVE ORDER DISTRICT OF COLUMBIA
I. PURPOSE
Metropolitan Police Department (MPD) transport wagons are equipped with Axon Fleet 3 cameras to record prisoner transports.
Members are required to ensure that all transports are recorded and footage is uploaded according to GO-SPT-302.13 (Body Worn Camera Program) and this order.
II. PROCEDURES
A. General
Transport wagons have:
One forward-facing camera in the driver's compartment.
One interior camera in each prisoner compartment (1-3, depending on the van configuration).
Cameras capture the area from just below occupants' knees to above their heads, and all have microphones, including the forward-facing camera.
All cameras are integrated with the onboard mobile data computer (MDC) and managed within the BWC evidence.com system using the Axon dashboard application.
B. Mandatory Recording
Front and rear compartment cameras must be activated for:
All calls for service.
All self-dispatched assignments.
Including all transports of prisoners and members of the public per GO-SPT-302.13.
C. Managing Footage
The Axon dashboard is accessible via the MDC for:
Live viewing of cameras.
Uploading videos.
Members must sign in to the Axon dashboard using their evidence.com credentials.
The dashboard features an on-board digital video recorder (DVR) for evidence uploads via system router and 5G antenna.
Members are required to log in/out at the beginning/end of their shift.
Members can:
Start and stop recording.
Tag videos using the dashboard.
Utilize an all-device record button to activate all cameras simultaneously.
When uploading footage, members must:
Label and categorize according to procedures in GO-SPT-302.13.
Select the BWC category that matches the most serious offense for proper evidence retention.
Label recordings with the applicable CCN for relevant footage like BOLOs and investigative activities.
Use the priority upload option to expedite the upload process.
