• Pharmaceutical products that include chemical compounds or biological substances.

• Intended for use in (TPD):

  • Treatment

  • Prevention

  • Diagnosis of disease in humans or animals

2. Drugs as Recognized Articles

• Any article recognized in (UHPPBEJ):

  • United States Pharmacopeia/National Formulary (USP-NF)

  • Homeopathic Pharmacopeia of the United States (HPUS)

  • Philippine Pharmacopeia (PhP)

  • Philippine National Drug Formulary (PNDF)

  • British Pharmacopoeia (BP)

  • European Pharmacopoeia (EP)

  • Japanese Pharmacopoeia (JP)

    • Any official compendium or supplement

3. Other Intentions of Drugs

• Articles intended for:

  • Diagnosis, cure, mitigation, treatment, or prevention (DCMTP) of disease

  • Affecting the structure or function of the body

  • Used as components of specified articles

4. Exclusions

• Does NOT include medical devices or their components, parts, and accessories.

5. Herbal or Traditional Drugs

• Defined in Republic Act No. 9502 (Universally Accessible and Affordable Quality Medicines Act of 2008).
