Continuing Professional Development

  • Previously known as Continuing Professional Education (CPE)

  • PRC (Professional Regulation Commision) - First created as a national government agency because of Presidential Decree 223 or PB 223 Which was signed by Ferdinand Marcos 

DEFINITION of CPD

  • The inculcation or the instilling of frequent instruction or repetition of advanced knowledge, skills, and ethical values in a post licensure specialized or in an inter – or multi disciplinary field or study for assimilation into professional practice, self-directed research and/or lifelong learning

  • CPD only applies to post license individuals

  • It is a mandatory requirement for the renewal of the professional identification cards (PIC) of all registered and licensed professionals under the regulation of the PRC (RA 10912)

  • PRC RESOLUTION NO. 774 Series 13 Section 4 - Revised Guidelines on CPD 

  • CPD is a mandatory requirement in the renewal of the professional identification card (PIC) of all registered and licensed professional under the regulation of PRC

  • Every professional is required to renew his or her PIC EVERY THREE (3) YEARS

  • He or she must acquire a stipulated member of CPD units

  • For registered medical technologist, the required number of CPD units for PIC renewal is 45 units or an average of 15 units per year for three years

LAWS

E.O - Executive Order

A.O - Administrative Order

  • July 25, 1995 - Former President Fidel V. Ramos issued E.O 266 entitled “Institutionalization of the Continuing Professional Education (CPE) Programs of the Various Professional Regulatory Boards (PRBs) under the Supervision of the Professional Regulation Commision (PRC)”

    • Government has required all FIlipino professional to undergo continuing education programs

    • Implemented through PRC Resolution No. 381. Series of 1995 titled “Standardized Guidelines” which took effect on November 13 1995

    •  Other law involving CPE we have/ Operation of CPE Councils were further strengthened by A.O 260 s. 1996

    • E.O 266 required the completion of 60 CPE units for renewal of licensure of professionals 

Repeated by the passage of the PRC Modernization of Act of 2000 (R.A 8981). On December 05, 2000

  • In 2004, PRC issued Resolution No. 179 mandating the implementation of a voluntary CPE program for professional

    • Repeated by PRC Resolution 2008-446 which emphasized the moral obligation of professionals to obtain CPE units but in turn was repeated by PRC Resolution 2013-774 which revised the CPE/CPD Guidelines to CPD Guidelines

  • On July 21, 2016 Republic Act 10912 was passed into law and took effect on August 16, 2016

-  Mandated the strengthening of CPD programs for all regulated professions and the creation of CPD Councils for each profession

-  Aims to continuously improve the competence of professionals in accordance with international standard of practice towards  the uplifting of the general welfare, economic growth, and development of the nation

How to become CPD provider

A CPD Provider is:

  • A duly registered professional and organization of good standing accredited by the CPD council to conduct CPD program

  • CLASSIFICATION:

  • Individual/Sole Proprietor

    • A registered or licensed professional of good standing;

    • there is non-conviction or someone who is not involved in moral turpitude;

    • must be registered with DTI & BIR;

  • Firm/Partnership/Corporation

    • Must be registered; 

    • There could be articles of incorporation or partnership;

    • Should provide training and development of professionals;

  • Government / Institutional Agency

    • Conduct any programs and CPD for professionals and meet the requirements and condition of the CPD council (picture below)

A CPD program

  • They must be able to measure the quality of the programs for the providers

  • They should have materials that could be used for the CPD program

  • They should have resource persons with good moral character and technical competence.

PRC MEMBERS

  • Members of the PRC as well as the Chairperson, Vice Chairperson and members of PRBS are Disqualified as individual CPD providers  or as incorporators, partners, or officers of a firm/partnership/corporation offering CPD programs during their incumbency

  • This prohibition shall extend to members of their families, relatives within the fourth degree of consanguinity or affinity

  • This disqualification extends up to one year from their separation from the service.

Types of CPD Providers

  • Local Single Proprietorship (must be licensed and registered professional)

  • Local Corporation of Commercial Education and Training providers

  • Foreign Corporation of Commercial Education and Training providers

  • Architectural/Construction/Consulting Firm must have at least 25 RLAs in the firm

  • Article of Incorporation must include training and development of professionals

  • Maximum of 2 firms may combine, with the bigger firm as the main provider

  • Professional and Building Industry organizations (include chapters and affiliates)

  • Advocacy Groups or learning networks (CSO, Heritage, Society, GreenAP)

  • Architects Alumni Association

  • Academic or Higher Education Institutions (HEIs)

  • Government Agencies

  • Non-government organization (NGOs)

  • Suppliers/Manufacturers/Contractors of the building industry

  • APOs of other countries with CPD training program

Application Process

  1. Apply by downloading the form “Application for the Accreditation as a CPD provider at the UAP website or PRC website

  2. Fill out the Application Form and follow the prescribed procedures

  3. Prepare the required supporting documents listed in the checklist

  4. Pay the prescribed fee and submit the application form with the required supporting documents at the main or regional PRC office

  5. Allow 30 days for the application to be processed by the PRC and approved by CPDC

  6. Become intimately knowledgeable of all the requirements, steps, procedures, and rules surrounding the CPD program

Categories of CPD Activities

  1. Beginner

  • A beginner worker  is one who can demonstrate an elementary level of performance

  • Beginners might have gained enough classrooms or on-the-job training to note ( or to have pointed out them by a mentor) recurring principles and themes but might not have yet be able to apply them consistently

  • The beginner worker might have sufficient subject matter knowledge, but has limited experiential knowledge needed to perform a task, behavior, or function without frequent guidance or oversight

  1. Competent

  • A competent professional is one who has been in the same or similar job and who begins to see their actions within the context of the laboratory’s long-range goals and plans

  • The competent laboratory scientist is developing knowledge and experience to recognize a situation in terms of an overall picture or in terms of which aspects are most salient or most important

  • The competent worker has the necessary ability to cope with and address many contingencies of laboratory operations, as this person has a feeling of adequacy and is able to perform as task, behavior, or function with a high degree of independence

  1. Proficient

  • A proficient laboratory professional understand situations as a whole  and perceived their meaning in terms of the laboratory’s mission and long-term goals

  • The proficient person learns from experience what typical events to expect in a given situation and how plans need to be modified in response to these events

  • The proficient laboratory scientist uses established principles to manage the many contingencies of laboratory operations and has developed sufficient mastery to integrate or design a new task, behavior, or function

  1. Expert

  • One with substantial experience and knowledge, has an intuitive grasp of situations, and focuses on the root of the problem

  • The expert operates from a deep understanding of the total situation and integrates system thinking, collaborative relationship and the  resource at their disposal to achieve the laboratory’s mission

  • The expert laboratory scientist has an acquired mastery to design new strategies, policies, task, behaviors, and function that support quality behavior

Equivalent Credit Units

  • Self Directed Learning

    • Constitutes learning activities such as online training, local or international seminars, non-degree courses, institution or company-sponsored training programs and the like

  • Lifelong Learning

    • Learning activities undertaken throughout one’s life for the development of the competencies and qualifications of the professional          

SEMINARS:

  • Participants - 1 credit unit per hour

  • Resource speaker - 3 credit units per hour

  • Panelist/Reactor - 2 credit units per hour

  • Facilitator/Moderator - 1 credit unit per hour

SPECIAL TRAINING:

  • Doctoral Degree

    • FULL CREDIT UNIT upon completion of candidacy for compliance

    • Additional full credit unit for compliance period upon completion of degree

  • Masteral Degree

    • FULL CREDIT UNIT for compliance period upon completion of degree

FELLOWSHIP:

  • Participants - 2 credit units per grant

  • Resource speaker - 4 credit units per grant

  • Researcher - 5 credit units per grant

    • 65 years old

    • Fee: 100 - Certificate of Permanent Exemption

    • Working / practicing / studying in abroad

CPD COUNCIL

  • A member from the PRB as chair

  • President or officer of an APO (PAMET) as first member

  • President or officer of the national organization of deans or department chairpersons of schools, colleges, or universities offering the course requiring the licensure examination (PASMETH) as second member

( OFFICER OF PAMET - FIRST MEMBER; OFFICER OF PASMETH - SECOND MEMBER)

  • At least 45 days before the activities


DISADVANTAGES OF CPD

  • Difficulty of access to CPD programs for professional assigned to remote areas of the country

  • Added financial burden

  • Lack of time to attend

KEYPOINTS

  • If a professional attended a training or seminar that was not organized by a CPD provider or has no assigned CPD units, he or she can apply the said training or seminar to the CPD Council

  • CPD council will convery such activities to CPD credit units and the professional will be entitled to a CERTIFICATE OF CREDIT UNITS EARNED

  • This will, however, exact costs and an evaluation period of 60 days

  • CPD is a form of lifelong learning and is important in maintaining, updating and extending the competency of professionals

  • RMT must accumulate at least 45 CPD units for the renewal of their professional license every three (3) years

  • Higher level of education among health care providers leads to better health care delivery and improved patient

  • Lifelong learning is a demand in an environment filled with global markets

  • Professional mobility across international borders is now common

  • The establishment of the ASEAN ECONOMIC COMMUNITY (AEC) in 2015 was a historical milestone and huge stride towards the regional economic integration of ASEAN MEMBER STATES (AMS)
