MODULE 5: Sustainable Development Goals (SDGs)

I. Millennium Development Goals (MDGs)

  • Established in 2000, the MDGs aimed to tackle global issues such as poverty.

  • Replaced by the SDGs in 2015.

MDGs included:
  1. Eradicate extreme poverty and hunger

  2. Achieve universal primary education

  3. Promote gender equality and empower women

  4. Reduce child mortality

  5. Improve maternal health

  6. Combat HIV/AIDS, malaria, and other diseases

  7. Ensure environmental sustainability

  8. Develop a global partnership for development


II. Sustainable Development Goals (SDGs) and Their 169 Targets

  • The SDGs are 17 goals created by the United Nations to be accomplished by 2030, each with specific targets addressing global challenges.

1. No Poverty
  • Aim: End poverty in all forms everywhere.

  • Targets:

    • 1.1 Eradicate extreme poverty for all.

    • 1.2 Halve the proportion of people living in poverty.

    • 1.3 Implement social protection systems.

    • 1.4 Ensure equal access to economic resources.

    • 1.5 Build resilience of the poor against disasters.

    • 1.a Mobilize resources to end poverty.

    • 1.b Create supportive policy frameworks for poverty reduction.

  • Philippine Programs:

    • Pantawid Pamilyang Pilipino Program (4Ps) - conditional cash transfers.

    • KALAHI-CIDDS

    • ALKANSYA PROGRAM (SSS)

    • SUSTAINABLE LIVELIHOOD PROGRAM (DSWD)

2. Zero Hunger
  • Aim: End hunger and achieve food security.

  • Targets:

    • 2.1 Ensure access to food.

    • 2.2 End malnutrition.

    • 2.3 Double agricultural productivity.

    • 2.4 Ensure sustainable food production.

    • 2.5 Maintain genetic diversity.

    • 2.a Increase investment in rural infrastructure.

    • 2.b Resolve trade restrictions in agricultural markets.

    • 2.c Ensure proper functioning of food markets.

  • Philippine Programs:

    • National Feeding Program - meals for undernourished children.

3. Good Health and Well-being
  • Aim: Ensure healthy lives for all ages.

  • Targets:

    • 3.1 Reduce maternal mortality.

    • 3.2 End preventable child deaths (under 5).

    • 3.3 End epidemics of diseases (e.g., AIDS).

    • 3.4 Reduce mortality from non-communicable diseases.

    • 3.5 Strengthen substance abuse prevention and treatment.

    • 3.6 Halve deaths from road traffic accidents.

    • 3.7 Ensure universal access to reproductive healthcare.

    • 3.8 Achieve universal health coverage.

    • 3.9 Reduce health issues from pollution.

    • 3.a Strengthen WHO Tobacco Control.

    • 3.b Support research for vaccines and medicines.

    • 3.c Increase health financing and workforce development.

    • 3.d Enhance global health risk early warning systems.

  • Philippine Programs:

    • Universal Health Care Act - access to medical services for all.

4. Quality Education
  • Aim: Ensure inclusive and equitable quality education for all.

  • Targets:

    • 4.1 Ensure completion of quality primary and secondary education.

    • 4.2 Provide access to quality early childhood development.

    • 4.3 Ensure access to affordable technical and tertiary education.

    • 4.4 Increase relevant skills for employment.

    • 4.5 Eliminate gender disparities in education.

    • 4.6 Ensure literacy and numeracy for youth and adults.

    • 4.7 Equip learners with sustainable development knowledge.

    • 4.a Upgrade educational facilities.

    • 4.b Expand scholarships for developing countries.

    • 4.c Increase supply of qualified teachers.

  • Philippine Programs:

    • Universal Access to Quality Tertiary Education Act - free tuition in state universities.

5. Gender Equality
  • Aim: Achieve gender equality and empower women and girls.

  • Targets:

    • 5.1 End discrimination against women and girls.

    • 5.2 Eliminate violence against women and girls.

    • 5.3 Eliminate harmful practices (e.g., child marriage).

    • 5.4 Value unpaid care work.

    • 5.5 Ensure women's participation in leadership.

    • 5.6 Guarantee access to reproductive health rights.

    • 6.3 Improve water quality by reducing pollution.

    • 6.4 Increase water-use efficiency.

    • 6.5 Implement integrated water resource management.

    • 6.6 Restore water-related ecosystems.

    • Philippine Clean Water Act - ensures sustainable water quality.

7. Affordable and Clean Energy
  • Aim: Ensure access to affordable and sustainable energy.

  • Targets:

    • 7.1 Universal access to energy services.

    • 7.2 Increase renewable energy share.

    • 7.3 Doubled improvement rate in energy efficiency.

    • 7.a Enhance international clean energy research.

    • 7.b Expand sustainable energy service infrastructure.

8. Decent Work and Economic Growth
  • Aim: Promote sustainable economic growth and decent work.

  • Targets:

    • 8.4 Improve resource efficiency.

    • 8.5 Achieve full employment and decent work.

    • 8.6 Reduce youth not engaged in education or training.

9. Industry, Innovation, and Infrastructure
  • Aim: Foster sustainable industrialization and innovation.

  • Targets:

    • 9.1 Develop quality, reliable infrastructure.

    • 9.2 Promote sustainable industrialization.

    • 9.3 Increase small enterprise financial access.

    • 9.4 Upgrade sustainable infrastructure.

    • 9.5 Enhance research and technological capabilities.

10. Reduced Inequality
  • Aim: Mitigate inequality within and between countries.

    • 10.3 Ensure equal opportunities.

    • 10.4 Implement policies for equity.

  • Philippine Programs:

    • Social Pension for Indigent Senior Citizens - financial aid.

11. Sustainable Cities and Communities
  • Aim: Make cities inclusive and sustainable.

  • Targets:

    • 11.1 Access to safe and affordable housing.

    • 11.2 Access to sustainable transport systems.

    • 11.3 Enhance sustainable urbanization.

12. Responsible Consumption and Production
  • Aim: Ensure sustainable management patterns.

  • Targets:

    • 12.1 Implement sustainable production programs.

    • 12.3 Ensure resource management efficiency.

    • Ecological Solid Waste Management Act - waste management.

13. Climate Action
  • Aim: Combat climate change urgently.

  • Targets:

    • 13.1 Boost resilience to climate hazards.

    • 13.2 Integrate climate actions in national policies.

  • Philippine Programs:

    • National Climate Change Action Plan - climate resilience.

14. Life Below Water
  • Aim: Protect marine resources.

  • Targets:

    • 14.1 Reduce marine pollution.

    • 14.2 Manage and protect marine ecosystems.

  • Philippine Programs:

    • Malinis at Masaganang Karagatan Program - sustainable fishing.

15. Life on Land
  • Aim: Sustainably use terrestrial ecosystems.

  • Targets:

    • 15.1 Conserve and restore forests.

    • 15.2 Combat desertification.

  • Philippine Programs:

    • National Greening Program - reforestation effort.

16. Peace, Justice, and Strong Institutions
  • Aim: Promote peaceful societies.

  • Targets:

    • 16.1 Reduce violence and related deaths.

    • 16.2 End human trafficking.

  • Philippine Programs:

    • Freedom of Information Act - ensure government transparency.

17. Partnerships for the Goals
  • Aim: Revitalize global partnerships for sustainable development.

  • Targets:

    • 17.1 Mobilize domestic resources.

    • 17.2 Encourage international support.

  • Philippine Programs:

    • Philippines-United Nations Partnership Framework - aligns policies with SDGs.
