Airworthiness:
Airworthiness is the responsibility of the 14 CFR part 119 certificate holder [1].
Airworthiness means each aircraft released to service must be properly maintained for safe operations in air transportation [2].
Maintenance Programs:

Contract Maintenance:
Each certificate holder must be directly in charge of all covered work done for it by a maintenance provider [12].
Each maintenance provider must perform all covered work in accordance with the certificate holder’s maintenance manual [12].
Personnel Training:
Training programs ensure each person is fully informed about procedures, techniques, and new equipment and is competent to perform their duties [13].
Competency improvement training should correct personnel competence deficiencies identified through CASS [14].
Continuing Analysis and Surveillance System (CASS):
CASS is a system of continuing surveillance, investigation, data collection, analysis, corrective action, and follow-up [15].
CASS is a risk-based, closed-loop system with surveillance, analysis, corrective action, and follow-up processes [16].
Reliability Program:
A reliability program includes a data collection system, a performance standards system, analysis and recommendation processes, internal approval and implementation procedures, and a reporting and display format [17].
A reliability program provides the means to adjust maintenance schedule tasks and intervals [18].
Data Collection System:
Data sources include systems, components/LRUs, structures, and engines/APUs [19].
Data collected must be valid and accurate, with comprehensive recording standards [19].
Performance Standards:
A performance standard is expressed numerically as a number, rate, ratio, or percentage [20].
Performance standards identify an acceptable measure of reliability [20].
Failure Mode and Effects Analysis (FMEA):
FMEA identifies failure modes and effects related to specific faults or failures [21].
FMEA provides a basis for eliminating or reducing failure modes early in the design process [22].
Failure Reporting, Analysis, and Corrective Action System (FRACAS):
FRACAS provides a process for reporting, classifying, and analyzing failures, and planning corrective actions [23].
FRACAS implementation can be limited by time, money, and manpower [24].
ICA (Instructions for Continued Airworthiness):
The applicant must prepare ICA, in accordance with appendix A of this part, that are acceptable to the Administrator [25].
The instructions may be incomplete at type certification if a program exists to ensure their completion prior to delivery of the first airplane or issuance of a standard certificate of airworthiness, whichever occurs later [25].
Maintenance Steering Group (MSG):
The MSG-3 process focuses on maintaining aircraft system functions, while also considering maintenance cost-effectiveness [26].
The MSG-3 process identifies the consequences of functional failures and allows a wider selection of maintenance task types than MSG-2 [26].
Alert-Based Programs:
The purpose of an alert level is to identify significant deviations from a previously acceptable standard of performance [27].
Alert levels are not minimum acceptable airworthiness levels but a means of readily identifying increases in failure rates [27].
Trend Monitoring Programs:
Aircraft systems performance data is usually reinforced by reports of component removals or confirmed failures [27].
To assess deteriorating performance, the operator should monitor trends and reports of component removals or confirmed failures [27].
Root Cause Analysis:
You should perform and document an analysis in response to the triggers defined in your performance standards system [28].
In addition to the data types you identify, your root cause analysis should also consider other aspects of your operation such as: Associated flight defects and reductions in operational reliability, Timing, Deterioration observed during routine maintenance and Post-heavy-maintenance findings [28].
Data Quality:
Data can be considered of sufficient quality when it is accurate, free from substantive recording errors, and comprehensive enough in both scope and detail to facilitate its intended function in operations, analysis, and decision making [29].
You should develop a process to validate the accuracy of the data used in support of your reliability program [29].
Task Yield:
Yield is expressed as a percentage of the task’s maximum allowable interval since the task was last performed [30].
SAE M-102:
