Republic Act No. 11904: The Philippine Creative Industries Development Act
Republic Act No. 11904, also known as the Philippine Creative Industries Development Act (PCIDA), is the primary legislation providing for the development and promotion of the Philippine creative industries, while also appropriating the necessary funds for its implementation. It is the official policy of the State to promote and support the development of these industries by protecting and strengthening the rights and capacities of creative firms, artists, artisans, creators, workers, indigenous cultural communities, content providers, and stakeholders as defined in the Act.
The Philippine Creative Industries Development Council (PCIDC)
The Philippine Creative Industries Development Council (PCIDC) plays a pivotal role in driving the growth and development of the Philippine creative industries. The Council is composed of members. This membership includes ex officio members derived from the government and regular members from the private sector. The private sector representatives are appointed by the President from a list of nominees put forth by the Secretary of the Department of Trade and Industry (DTI) in consultation with the Council.
During recent meetings, the PCIDC endorsed nominees to President Ferdinand R. Marcos Jr. for private sector representation in five of the nine Creative Industries domains. For the remaining domains—Cultural Sites, Digital Interactive Media, Traditional Cultural Expressions, and Visual Arts—the endorsement period was extended to ensure comprehensive representation. Secretary Pascual remains poised to submit finalized lists for the already completed domains to the President. Additionally, the Council oversees the Philippine Creative Industries Month (PCIM) held every September and reviews the yearly accomplishments and future plans of member agencies.

Pursuant to Section 8 of the PCIDA, the Philippine Creative Industries Development Plan (PCIDP) serves as the strategic roadmap guiding the objectives set by the Act.
