  • General Reporting Integrity:
    • Complaint reports must be reviewed and finalized within 24hours24\,hours of taking the report.
    • Exception: Complaint reports for missing persons must be finalized within 2hours2\,hours.
  • Jurisdiction and Crime Classification Scenarios:
    • Scenario A: Perp assaults/kidnaps in 88th88^{th} Pct, Rapes 1st Deg in 107th107^{th} Pct, Rapes (Forcible) in 48th48^{th} Pct, then robs victim.
      • Precinct of Record: 107th107^{th} Precinct (Highest offense location).
      • Top Charge: Rape 1st Degree.
    • Scenario B: Complainant forced into subway in 88th88^{th} Pct (Transit), raped in subway in 79th79^{th} Pct (Transit), robbed on street in 77th77^{th} Pct.
      • Classification: Rape 1st Degree.
      • Precinct of Record: 79th79^{th} Precinct.

  • Task Force Notifications:
    • Bank robbery or attempted bank robbery involving a firearm: Notify the Major Case Unit (not Joint Violent Crimes Task Force).
  • Administrative Details:
    • Omniform Complaint Revision: Required for initial arrest only for case clearance.
    • Bias Incidents: Patrol Supervisor always stabilizes and notifies Desk Officer, but only requests CO/Duty Captain if it is a "possible" bias incident.
    • Grand Larceny Auto (GLA): No reports taken over the phone. A refusal to sign a Vehicle Theft Preliminary Investigation Report does NOT preclude the requirement to prepare a Complaint Report.
    • Lost Property/ID Theft: MOS prepares Worksheet; Complainant prepares Page 1 for stolen property, Page 2 is only for identity theft.
    • Automatic Firearms: Desk Officer notifies the Bureau of Alcohol, Tobacco, and Firearms (ATF) through the Operations Unit.

PG 207-19: Thefts from Department Lockers

  • MOS Responsibility: Report facts to the Desk Officer immediately.
  • Desk Officer Responsibility:
    • Notify the Commanding Officer or Duty Captain.
    • Notify the Internal Affairs Bureau (IAB) Command Center and obtain a Log Number.
  • Commanding Officer/Duty Captain Responsibility: Investigate the circumstances of the incident.

PG 207-21: Allegations of Corruption/Misconduct Against MOS

  • Standard of Conduct: All MOS have an absolute duty to report any corruption or misconduct observed on or off duty.
  • Telephone Switchboard Operator (TSO): To prevent delay in vital services, refer allegations to the Desk Officer.
  • Reporting Methods:
    • Identifying Self: Phone IAB CC. May be asked to prepare a report or await an investigator.
    • Anonymously: Phone IAB CC to get a Confidential Identification Number.
    • Written Report: Addressed to Chief of Internal Affairs; must be forwarded/faxed direct within 24hours24\,hours.
  • Failure to Report: This is considered "Serious Misconduct." Conduct to cover up or intimidate reporters will be charged as Obstruction of Justice.
  • Supervisory Protocol for Allegations against Self:
    • Request a Supervisor to respond.
    • Supervisor interviews the complainant prior to interviewing the MOS.
    • Supervisor confers with IAB prior to interviewing the MOS.
  • Affirmative Duty: Notification to IAB satisfies reporting requirements to the NYS Attorney General’s Law Enforcement Misconduct Investigative Office.

PG 207-22: Misconduct against Federal, State, or City Employees (Non-MOS)

  • Reporting: MOS reports immediately to the Commanding Officer (CO) or the highest-ranking supervisor in the command.
  • IAB Notification: Telephone IAB CC (provide name, number, and facts) and comply with ranking officer instructions.
  • Paperwork: Supervisory Member prepares a report on Typed Letterhead addressed to the Chief of Internal Affairs (original + 1 copy in sealed white envelope).
  • Exceptions: Non-corruption/misconduct complaints (e.g., DWI or Domestic Violence) are processed via PG 207-01 Complaint Reporting System.

PG 207-23: Missing Persons

  • Definition (D.I.S.I.N.G. U+):
    • D: Cognitively impaired / Developmentally Disabled.
    • I: Is 6565 years of age or older.
    • S: Suicide (indicated intention).
    • I: Involuntary (unaccountable disappearance).
    • N: Not 1818 (1717 or younger, location unknown, custody matter).
    • G: Gone swimming (possible drowning).
    • U: Unique/Unusual.
  • Location for Recording: Residents of NYC are recorded at the Resident Precinct. Temporary residents (hotels) are accepted, but complainant is told to also notify home local police.
  • Time Limits: No minimum wait time to accept a report. Finalized within 2hours2\,hours.
  • Search Procedures:
    • MOS conducts immediate search of building/area and checks Department smartphone for Name and Address checks.
    • If a child 99 years old or younger is missing, the CO/XO/Duty Captain must perform the Patrol Supervisor's duties.
    • Activation of Level 11 mobilization requires CO/XO/DC approval unless exigent circumstances (e.g., kidnapping in progress) exist.
  • Messenger Systems: Transmit messages via Domain Awareness System (DAS) Messenger.
  • If Found Prior to Change of Tour: Outgoing Desk Officer must confer with incoming Desk Officer. Details disseminated during roll call.

PG 207-31 & 212-99: Silver and Amber Alerts

  • Silver Alert:
    • Criteria: 65+65+ AND "Vulnerable Senior" (Dementia/Alzheimer's) AND imminent danger.
    • Activation Authority: Captain or above assigned to the Detective Bureau.
    • Cancellation: Notify the Operations Unit.
  • Amber Alert:
    • Criteria: Child 1717 or younger AND police believe child is in imminent danger of serious bodily harm or death.
    • Activation Authority: Captain or above from the Detective Bureau ONLY.
    • Procedure: Desk Officer requests PDS Supervisor to respond.

PG 207-28 & 207-27: Processing Civilian Complaints and Witness Statements

  • CCRB vs. COD Serial Numbers:
    • FADO (CCRB Serial #): Force, Abuse of Authority, Discourtesy, Offensive Language.
    • Misconduct (COD Serial #): Failure to perform duty, unwarranted summons, etc.
  • Language Services: Use of Language Line Service is preferred for corruption/misconduct complaints due to sensitivity.
  • Investigating Supervisor (SIP):
    • S: Special Operations Lieutenant (SOL).
    • I: Integrity Control Officer (ICO).
    • P: Platoon Commander.
  • Specific Requirements:
    • Notes on complainant's physical condition (visible marks/injuries) and influence of intoxicants/drugs.
    • MOS takes a photograph of the area of the body reportedly injured with consent.
    • Two Log Numbers required: IAB Log # and CCRB/COD Serial #.
    • Complainant gets a copy of the Civilian Complaint Report but NOT the Statistical Summary Sheet.
  • CMOS Complaints: Directed to the Internal Affairs Bureau for screening. Statistical Summary Sheet is NOT forwarded to CCRB for CMOS.

PG 207-32: Graffiti Procedures

  • Photography: Mandatory utilizing Department-issued digital camera or smartphone.
  • Tag Recording: List tag color, size, and details. Enter tag into "Nickname/Alias/Maiden Name" caption.
  • Unknown Tags: Do NOT attempt to decipher. Record as "TAG UNDER INVESTIGATION."
  • CVTF: Notify Citywide Vandals Task Force to obtain a log number. Consult early in arrest processing and prior to a Desktop Appearance Ticket (DAT).
  • Finalization: Complaint reports for graffiti will NOT be available for finalization in OMNIFORM if a digital photograph is not uploaded.

PG 207-04 & 207-26: Field Reports and Other Commands

  • Other Command Principle: Refer the complaint, not the complainant. Forward worksheet to precinct of record via Email.
  • Field Reports (PG 207-26): Used for non-criminal conditions at NYCHA locations (noise, repairs, lingering, etc.).
  • NYCHA Distribution: Copy of Field Report distributed to Housing Authority Development Manager during the 2nd2^{nd} platoon, next business day.

PG 207-24 & 207-36: APS/DFTA and Disability Grievance

  • APS/DFTA Liaison: The Special Operations Lieutenant (SOL) is the liaison for Adult Protective Services and the Department for the Aging.
  • Disability Discrimination Grievance:
    • Refer written grievance to Office of Equal Employment Opportunity.
    • Filing Deadline: Must be in writing within 3030 days of becoming aware of the violation.
  • Access-A-Ride: Requested through the Operations Unit for disabled complainants/victims/witnesses.

PG 208-03: Arrest Processing - Desk Officer Duties

  • Strip Search Documentation: Record in the Command Log, OLBS/Supplement, Activity Log, and Prisoner Movement Slip.
  • Property Removal:
    • Belt, neckties, shoelaces, drawstrings (dangerous items).
    • Prescription Drugs: Invoice for safekeeping in Plastic Security Envelope. Provide receipt. Return to prisoner if released on DAT.
    • Retiree ID: Removed and forwarded to Human Resources Division (not vouchered).
    • Smart Glasses: Treated as recording devices; removed for safekeeping regardless of prescription.

PG 212-123: Body-Worn Cameras (BWC)

  • Police Action Definition: Includes all investigative/enforcement activities, even when conducted by outside agencies in the presence of MOS. Does NOT include routine community engagement.
  • Mandatory Activation for Administrative Roles: Desk Officers, TSOs, and Stationhouse Security are required to wear BWCs while performing duty.
  • Medical Inquiries: BWC must be activated when asking a prisoner if they require medical or psychological treatment.
  • Failure to Record / Prohibited Recording: Notify the Patrol/Unit Supervisor and document in the Activity Log.
  • Categorization: Must categorize all videos within the next 22 scheduled tours.
  • Hospitals/IDTU: Technique and arresting officer both activate BWC for interrogation warnings and blood draws. Stop recording only if requested by medical personnel; record the request and log it.
