Comms - Data - 1.0 COM-001 Communications.pdf

1.3. Terms and Definitions

  • Interpersonal Communication: Defined as any medium that allows two or more individuals to interact, consult, or exchange information.
  • Alternative Interpersonal Communication:
        * Serves as a critical substitute for normal day-to-day (primary) communication.
        * It does not utilize the same infrastructure or medium as regular operating systems.
  • Power Line Carrier (PLC):
        * A method of using existing power lines themselves to carry high-frequency communication signals.
        * The process involves superimposing (imposing) a communication signal onto a transmission line.
        * It is most commonly used for communication between protective relays located at both ends of a transmission line.

1.4. Overview of NERC COM-001 Standard

  • Real-Time Operation Requirements: Because electricity is instantaneous, it requires real-time operations and extremely rapid decision-making from System Operators, Generator Operators, and Distribution providers.
  • Reliability Mission: The COM-001 standard (NERC) addresses communication requirements to fulfill the reliability mission. It recognizes that the Bulk Electric System (BES) depends critically on communication for effective operation.
  • Standard Coverage: Focuses on communication capabilities between:
        * Control Centers within the same functional entity.
        * Control Centers and field personnel.

1.6 - 1.7. Defining the Communication Process

  • Message Types & Audible Methods: Different messages require specific methods of audible communication to be effective:
        * Face-to-face
        * Party line
        * Point-to-point
        * Public address (PA) announcements
  • The Three Core Components: Every communication process, whether verbal or written, comprises:
        1. Sending the message.
        2. The message itself.
        3. Receiving the message.
  • Primary Definition: Communication is the process of sending and receiving information on a specific topic with the ultimate goal of reaching mutual understanding.
  • Mandated Entities for Primary Interpersonal Communication:
        * Reliability Coordinator (RC)
        * Transmission Operator (TOP)
        * Balancing Authority (BA)
        * Distribution Provider (DP)
        * Generator Operator (GOP)
  • Required Reach: These entities must have reliable communications with each other and with adjacent RCs, TOPs, and BAs as applicable.

1.8 - 1.13. Entity-Specific Communication Requirements

Reliability Coordinator (RC) Requirements
  • Primary Capability: Must have Interpersonal Communication with adjacent RCs in the same Interconnection, and with TOPs and BAs within its own RC Area.
  • Alternative Capability: Must have Alternative Interpersonal Communication (backup) for all the same entities listed above.
Transmission Operator (TOP) Requirements
  • Primary Capability: Must have Interpersonal Communication with its RC, local BAs, DPs, GOPs, and both Synchronous and Asynchronous adjacent TOPs.
  • Alternative Capability: Must have Alternative Interpersonal Communication with its RC, local BAs, and adjacent TOPs.
  • Exceptions: TOPs are NOT required to have alternative (backup) communication with DPs or GOPs.
Balancing Authority (BA) Requirements
  • Primary Capability: Must have Interpersonal Communication with its RC, local TOPs, DPs, GOPs, and adjacent BAs.
  • Alternative Capability: Must have Alternative Interpersonal Communication with its RC, local TOPs, and adjacent BAs.
  • Exceptions: BAs are NOT required to have alternative (backup) communication with DPs or GOPs.
Distribution Provider (DP) and Generator Operator (GOP) Requirements
  • Primary Capability: Must have Interpersonal Communication with their respective BA and TOP.
  • Exemptions: There is no regulatory requirement for DPs or GOPs to maintain Alternative Interpersonal Communication capabilities with their BA or TOP.

1.16 - 1.17. Communication Methods, Infrastructure, and Redundancy

  • Verbal Communication Methods:
        * Land-based telephones: The most common method for control center-to-control center interaction.
        * Voice Over Internet Protocol (VOIP).
        * Cellular phones: Primarily for communication with field personnel or as a backup.
        * Satellite phones: Used for field personnel and as a major alternative/backup to landlines.
        * Radios.
  • Non-Verbal Communication Methods:
        * Email
        * Messaging systems
        * Fax machines
  • Regional and NERC Systems: Includes systems established by Reliability Coordinators, Regional Reliability Organizations, or NERC itself for all Interconnections.
  • Importance of Redundancy: Because geographical separation requires electronic means and infrastructure is vulnerable to interruption, redundancy is mandatory.
  • Redundancy Techniques:
        * Looping a microwave system.
        * Providing redundant paths using different equipment types (e.g., using microwave for one relay set and Power Line Carrier for the second set).

1.18 - 1.20. Facility Management and Testing

  • Management Duties: RC, TOP, and BA must Manage, Alarm, Test, and Actively Monitor vital communication facilities.
  • Automatic Alarms: Systems must provide automatic alarms to alert operators to failures so corrective actions can be taken immediately.
  • Failure Notification Rule: If Interpersonal Communication with a required entity fails and lasts more than 30 minutes30\,\text{minutes}, the RC, TOP, or BA must notify affected entities within 60 minutes60\,\text{minutes} of the initial detection.
  • Alternative System Testing:
        * RCs, TOPs, and BAs must test Alternative Interpersonal Communication capabilities at least once each calendar month.
        * Repair Timeframe: If a test fails, the entity must initiate repair or designate a replacement within 2 hours2\,\text{hours}.
  • Training: Operators must regularly practice with alternative systems (like satellite phones) to account for natural signal delays and ensure emergency readiness.
  • Telecommunication Coordination: Entities must coordinate to ensure facilities are compatible, investigate problems, recommend solutions, and cooperate on implementation.

1.21. Internal Communication Requirements

  • Scope: RC, TOP, GOP, BA, and DP must have internal Interpersonal Communication capabilities to monitor real-time conditions.
  • Internal Coverage: This includes communication between control centers within the same functional entity and between a control center and field personnel.
  • Medium Flexibility: Internal communications can use any viable medium (Land line, Cellular, VOIP, Satellite, Radio, or Electronic messaging).

COM-001 Standard Requirements (Summary of R1-R13)

  • R1 & R2 (RC): Must have primary and alternative comms with all TOPs/BAs in area and adjacent RCs.
  • R3 & R4 (TOP): Must have primary comms with RC, BAs, DPs, GOPs, and adjacent TOPs. Must have alternative comms with RC, BAs, and adjacent TOPs.
  • R5 & R6 (BA): Must have primary comms with RC, TOPs, DPs, GOPs, and adjacent BAs. Must have alternative comms with RC, TOPs, and adjacent BAs.

  • R9: Monthly testing of alternative comms; 2 hour2\,\text{hour} repair/replacement mandate upon failure.
  • R10: Failure lasting 30 minutes30\,\text{minutes} requires notification of affected entities within 60 minutes60\,\text{minutes}.
  • R11: If a DP or GOP detects a failure, they must consult affected entities to agree on a restoration plan.
  • R12 & R13: Mandatory internal communication capabilities for all five entities (RC, TOP, GOP, BA, DP) for control center and field personnel coordination.
