Categories & Attendance Protocols

Primary School Complexes (Classes I–V)

  • Participants: All Secondary Grade Teachers (SGTs) handling Classes I–V.

  • Staggered Attendance:
    Day-11: 50%50\% of SGTs.
    Day-22: Remaining 50%50\% – avoids school disruption.

  • Sessions led by Identified Primary Complex Resource Persons under CHM supervision.

Subject School Complexes (Classes VI–X)

  • Participants: All School Assistants (SAs) & Language Pandits (LPs) teaching Classes VI–X.

  • Staggered Attendance:
    Day-11: All Language teachers.
    Day-22: Non-language teachers.

Roles & Responsibilities

District Education Officer (DEO) / Quality Coordinator

  • Ensure meetings follow schedule & guidelines.

  • Conduct regular visits; give feedback to CHMs & MEOs.

  • Monitor attendance, participation, quality via CHMs/MEOs.

  • Collect/document good practices; share with SCERT & Samagra Shiksha.

  • Obtain feedback in district review meetings on the 28th28^{th} of every month.

Mandal Education Officer (MEO)

  • Attend 22 complex meetings per month within mandal.

  • Share field observations with teachers.

  • Support CHMs in planning & execution.

  • During school visits, review implementation of meeting decisions.

Complex Headmaster (CHM)

  • Guarantee 100%100\% teacher attendance; meeting duration 09:0009{:}00 AM–04:1504{:}15 PM.

  • Enter all attendance in Telangana School Education Mobile App.

  • Arrange substitutes for single-teacher schools.

  • Stay present & facilitate sessions.

  • Keep ≤ 4040 teachers per room for participatory approach.

  • Require teachers to carry notebooks & relevant student-performance data.

  • Ensure infrastructure: working IFP panels, textbooks, TLM, handbooks, workbooks, safe water & functional toilets.

  • Record & upload Minutes of Meeting (MoM) via App; collect teacher feedback through Google forms for continuous improvement.

  • Utilise District, Complex & Cluster Resource Persons.

  • Monitor implementation during school visits.

Complex Level Resource Persons

  • Localise discussion points to teacher needs & previous decisions.

  • Implement agenda without deviation; prepare/secure resources (PPTs, videos, etc.).

Cluster Resource Persons

  • Draft MoM; aid CHM in uploading via App.

  • Provide resources: textbooks, IFPs, TLM, etc.

Teachers

  • Mandatory attendance at every meeting; record attendance in App.

  • Bring child-progress data, best practices; stay entire day & engage actively.

  • Perform assigned tasks (demo classes, book reviews, TLM preparation, etc.).

Digital Attendance & Certification Workflow

  • Teacher attendance captured exclusively through Telangana School Education Mobile App.

  • Auto-generated online certificate issued to each attending teacher.

  • DEOs, MEOs, CHMs, HMs must ensure 100%100\% compliance on meeting day.

Communication & Oversight Chain

  • Guidelines circulated to all District Educational Officers, Regional Joint Directors (Hyderabad & Warangal), District Collectors & Magistrates, and Secretary – Education Dept., Govt. of Telangana.
