Overview
The EU regulates cosmetics under the Cosmetic Products Regulation (EU Regulation 1223/2009).
This regulation replaced the Cosmetics Directive (76/768/EEC) established in 1976.
Objectives
To protect consumers' health.
To ensure consumers are well-informed through proper monitoring of product composition and labeling.
Definition of Cosmetics
A cosmetic is defined as any substance or mixture intended for external application to the human body or oral cavity, primarily for the following purposes:
Cleaning
Perfuming
Changing appearance
Protecting and maintaining condition
Correcting body odors
Areas Covered
External body parts: epidermis, hair, nails, lips, external genital organs
Teeth and oral mucous membranes
