Overview

  • The EU regulates cosmetics under the Cosmetic Products Regulation (EU Regulation 1223/2009).

  • This regulation replaced the Cosmetics Directive (76/768/EEC) established in 1976.

Definition of Cosmetics

  • A cosmetic is defined as any substance or mixture intended for external application to the human body or oral cavity, primarily for the following purposes:

    • Cleaning

    • Perfuming

    • Changing appearance

    • Protecting and maintaining condition

    • Correcting body odors

  • External body parts: epidermis, hair, nails, lips, external genital organs
